TOPIC: ARGUMENT42 - The following appeared in a proposal from the economic minister of the country of Paraterra.
"In order to strengthen its lagging economy, last year the government of the nearby country of Bellegea began an advertising campaign to promote ecologically sound tourism (ecotourism). This year the number of foreign visitors arriving at Bellegea's main airport doubled, and per capita income in Bellegea increased by ten percent. To provide more income for the population of Paraterra and also preserve the natural environment of our tiny country, we too should begin to promote ecotourism. To ensure that our advertising campaign is successful, we should hire the current director of Bellegea's National Tourism Office as a consultant for the campaign."

Before taking the action the argument suggests, we have to consider the evidence provided in the argument from several other angles.
In the first place, there is no direct evidence provided that the nearby country Bellegea is successful after adopting advertising campaign to promote ecotourism. First, the fact that the number of foreign visitors at Bellegea's main airport double might because other possibilities but not the reason that they are attracted by Bellegea's ecotourism. Perhaps they come to Bellegea for business trading or meeting, or they come to Bellegea's airport just because they want to take the plane there for traveling to other places. Even if we concede that they visit Bellegea for its beautiful sights, other scenarios, such as Bellegea's attractive beach, nice food, and so on, will all attribute to the results that the number of foreign visitors at Bellegea's main airport doubled.
Even if we concede the fact that the visitors doubled in Bellegea is the result of the advertising campaign, it is of no sense to attribute the increased capita income in Bellegea to only the ecotourism. As a common sense, always that plays most important role in country's economy tend to be its industry rather than its ecotourism. And also agriculture will contribute to the increased per capita income.
Even if accepted that the advertising campaign in Bellegea is successful, one cannot assume that it will also work well in Paraterra, because different places tend to have different conditions. For example, the industry distribution, the construction of social economy, and the age and status bracket may all inflence the effects of the advertisement. Further more, even one concede that the conditions of the two countries may be well similar because the two are neighbors. However, the arguer fails to provide detail evidence to prove it.
Finally, there is still no evidence that Pasaterra will be success for the mere reason that if employs the director of Bellegea's National Tourism Office as a counsultant of the campaign Paraterra will carry on. Many alternatives may influence the advertising, auch as how it is carried on, how it is designed, and so on.
In conclusion, a cogent argument should be based on reasonable survey to lead the suggestion which will work well and benefits the country. However, the argument fails to do that. |
