A 237The following appeared as part of an article in a local Beauville newspaper.
"According to a government report, last year the city of Dillton reduced its corporate tax rate by 15 percent; at the same time, it began offering relocation grants and favorable rates on city utilities to any company that would relocate to Dillton. Within 18 months, two manufacturing companies moved to Dillton, where they employ a total of 300 people. Therefore, the fastest way for Beauville to stimulate economic development and hence reduce unemployment is to provide tax incentives and other financial inducements that encourage private companies to relocate here."

This argument seems reasonable at the first glance with a good representation.
The arguer reported some facts which happened last year in Dillton that some economic actions have been conducted, and two companies move to this city and thus 300 people have been employed. Based on this analysis, it is said that Beauville should take similar actions so as to attract companies to relocate to this city, which can help stimulate economic development and hence reduce unemployment. After reading this argument more detailed, I find several fallacies which exist in the reasoning and therefore the conclusion is not convincing.


First of all, the arguer unfairly asserts that it was the practice of reducing tax rate and offering relocation grants that result in Dilliton's two manufacturing companies moving there. It is possible that it is not in the case. Lacking information regarding the motivations of the two manufacturing companies’ moving, we can reasonably assume many possibilities of the reasons why they move, in which cases that even if Dillton had not offered the reducing of tax and relocation grants, they would move there anyways. To be detailed, Dillton may be a place where these two manufacturing companies can get their producing materials easier or with a lower price than cities. And also, Dillton maybe have more potential customers for the products, or available employee resources – running a university with related majors probably - for their companies. As a result, the practice of reducing tax and offering relocation grants actually played very little or no role over the two companies decision to move to Dillton. If this is the case, then these practices are obviously be the reasons in attracting companies to relocate to a Dillton.

Furthermore, even if it is the practice to lower tax rate and offer relocation grants that work for Dillton to attract companies to move there, it may not be the fastest way for Beauville to stimulate its economic development. When it comes to the choice to relocate, a company may consider a myriad of aspects of a potential site. These may include the availability of the raw material, the convenience of the transportation, the competence of the potential employees and their availability, the cost to acquire the land (or the rent for the plant) and so forth. The arguer neglects to consider the possible fundamental differences between Dillton and Beauville. Beauville may be a place with almost no natural resources so the companies may have to import all the manufacturing material from other states and this will increase their production cost. Or it is also possible that the transportation in Beauville is not convenient which prevent the companies to invest there. If these are the cases, then even though Beauville offer to reduce tax and to give relocation grants, companies may still refuse to move there. Therefore, instead of carrying out the practice of Dillton, Beauville may need to remodel their transportation system first and this may be the fastest way to take away the potential companies' worries to move there.

Last but not least, the conclusion that the practice to reduce tax and offer relocation grants will cut down unemployment is totally unfounded. First of all, we do not know the employment status in the Beauville. From the article, we may sense that unemployment is a problem that Beauville is trying to solve. However the arguer fails to give any information regarding what is the reason of the unemployment. If the people are lacking the necessary skills that the companies need then even more companies move here, they may still remain unemployed. If this is the case, then Beauville may need to carry out either professional training that would charge a fee or free programs to increase the people's competence in the job market.

In conclusion, in order to substantiate the argument the arguer will have to provide more information to prove that it is the practice of reducing tax and offering relocation grants that successfully attracted companies to Dillton. We will also need to know that these practices will work for Beauville as well. Furthermore, we need to know that this measure will be the fastest one compared with other alternative solutions.

Idealism or pragmatism?
In the contemporary time with the roaring development of society and frustrating competition, people tend to select a practical attitude for most issues in realm of life, but meanwhile they always hold idealistic perspectives deep in their hearts. As a survival need, to be pragmatic is impeachable and undoubtedly effective. As an unremitting desire, to be idealistic always guide human beings towards beautiful dreams and wonderful future. The two sides call for a balance in the realm of life and they need to be discussed dialectically.

When it comes to the business world, based on the rule of maximum profit, the everyday strategies are very much about meeting short-term pragmatic goals: deadlines for production, sales quotas, profit margins, and so forth. The only standard to value an enterprise depends on if the net income is sufficient to support a lasting development of itself or not. To survive, the inputs and outputs have to be counted accurately. Taking the real estate business for example, energy saving, brought out as an idealistic point of view, has to be bogged down if it conflicts the construction costs or the sales estimation. No dealer gives up profit. Pragmatism, as one and the only one start point for business world, has been identified as the survival measure since ever.

Not same with the sole regulating rule existing in the business world, in political arena, though diplomatic and legal maneuverings and negotiations often appear intended to meet the practical needs of the parties involved – minimizing costs, preserving options, and so forth. But, it is idealists – not pragmatists – who sway the masses, incite revolutions, and make political ideology reality. Consider idealists such as America’s founder, George Washington, who never ceased to work for the union of the states, with the idealistic dream to build a country of democracy, freedom and liberty. Without the seek for an idealistic as guidance on his way, never can Washing ton approach a real political feat which set up the U.S. Idealism, as a spiritual and conscious source, works as a light on our way to march towards future.

Bias on each of the two sides is detrimental to our understanding for that idealism and pragmatism works as two parts of an organic entity of our life as a whole which cannot be absolutely divided.  Over reliance on one side is blind and unwise.  Idealism base on no practice is actually delusion; Pragmatism without spiritual seek is vulgarity.  We would be enmeshed in the web of self-contention sewed by ourselves and could not go ahead if we and blinded by the vulgarities; we would be frozen in the chilly night of darkness created by delusions and became helpless and hopeless.  We must pay equal attentions on both sides to see the whole picture.

To sum up, pragmatic activities and idealistic desires play their respective role in our learning, and none of them should be neglected. Therefore, balance between both sides is needed.  And only through this way could we achieve the further goal in our process of social advancement. (510 words)

After reading this argument more detailed ( detailedly ?), I find several fallacies which exist in the reasoning and therefore the conclusion is not convincing.

It is possible that it is not in the case. Lacking information regarding the motivations of the two manufacturing companies’ moving, we can reasonably assume many possibilities of the reasons why they move, in which cases that even if Dillton had not offered the reducing of tax and relocation grants, they would move there anyways.
