The most effectiveness as leaders, in my point of view, might be the capability to maintain a stable foundation of the current domination as well as positive guidance towards brilliant future. This achievement calls for several decisive factors, with the ethical and moral standards indispensably included. Thus, to intensify one's ethical and moral standards is the important duty and responsibility of the public officers, however, in my point of view; "highest standards" is indeed a too extreme and subjective standard to weigh, as mentioned by the statement of this assertion.
Let interpret my cognizance on the ethical and moral standards firstly. In general, the basic requirement of ethical and moral locates on the principle not to harm others. Thus, for ordinary people, they need respect others around, love their families, be loyalty to their nations or groups, and so forth, individual ethical and moral standard conveyed. Next, for public officers, besides their individual ethic and moral standards as ingredients of the society, they are also expected to gain interests for the majority of the society, and not to abuse their powers on hand for private benefits. This can be termed as public ethical and moral standards. 很好,两层。。。
As for the individual ethical and moral standards, it is not only the public officials, but also the ordinary public people, (everyone) should both regulate their activities to maintain a harmonious society as a whole. To begin with, human being has its instinct sins and they are unavoidable as these sins grow inside our souls. In turn, we easily fall into the greedy, jealous, fraud and selfish feelings of ourselves, where many conflicts or even wars of human world come from. However, cultivation and education offer chances for mankind to regulate their emotions and thus moral and ethical standards are established and that's the reason society progresses. With this premise, next, what do the public officials should do in regarding this topic? Apparently, from the perspective of being (to be) a good person, our officers should maintain their personal cultivation and as well as their individual moral standards. In one word, everybody as a part of the society should contribute their own effort to achieve the common subjective to compose a harmonious world.
However, to supply further sufficient significance for the effectiveness of leaders, public ethical and moral standards have a more overwhelming influence
(on authorities) from the people with powers to maintain the current stable, healthy and vigorous authority. On one hand, they should be people with convincing characters. Honestly managing the resources and utilizing the maximum benefits to their dominated people always deserve the coherence inside the society, which is just the most important power to unify people together. On the contrary, corruption, autocrats or even being traitors will eventually lead to the collapsed political entity. At last several hundred years of Qing Dynasty in China history, with the weakness in politics and negative position in the whole world, from the emperors to city officers, everybody (every officer) was doing nothing about political business rather sought so hard to gather wealth for themselves using their power. Shortly soon, Qing Dynasty was destroyed. All in all, to maintain a national group, organization and even a country, public ethical and moral standards should be strictly followed up.
Furthermore, even with a well-developed background, to be effective on leading the political entity towards a splendid future also requires high ethical and moral standards. History verified the authentic and unchangeable moral and ethical virtues of human being. Honest, loyalty and other similar virtues never lose their values. They have been and will be continuously passed along from generation to generation. Public officers, who own the duty to address this mission, if with characters obeying these moral standards, will finally lose their credit to popularity, no mention to effectively serve the country. Hitler’s cruel autocrat misleads German backset to its national development for many years. And also the lack of sympathy for popularity, together with his aggressive political proposal, inflated the World War II. Therefore, recession and degradation of world often come from lapsed moral and ethical standards.
Nevertheless, ethical and political standards as a common sense in spirit perspective cannot be with particularly classified as quantification, rather is considered to be a broad definition. No matter on which sense of ethical and moral standard, no one can say some people need apply the level 5 moral standard and others need apply level 4. Besides, the highest standard, as subjective as it is, doesn't own a perfect definition on itself. Does eating animals meat a crime? Should people be strictly blamed if they are not able to help all the homeless people? Every person has their respective but separate understanding of a standard to scale such topics. Thus, "highest" is to some extent too extreme as a word to describe this topic. In my opinion, instead, officers should have the overall understanding towards moral and ethical virtues and are willing to play their roles regarding to it.
To sum up, I fundamentally agree that to be effective leaders, a public official should maintain both individual and public moral and ethical stand to better serve the society. Yet the “highest” description to some extent doesn’t sound easy to define.
