It is far from unpredictable as the passage tells us.

Third, the cost of the prescribed fire is rather low compared with the wild fires. In the passage, the author thinks the cost of the prescribed fire is pretty high. However, if a wild fire break out, the economical lost will be ten times larger than the prescribed fire, without considering about the influence on people and families.
