The following proposal was raised at a meeting of the Franklin City Council.
"Franklin Airport, which is on a bay, is notorious for flight delays. The airport management wants to build new runways to increase capacity but can only do so by filling in 900 acres of the bay. The Bay Coalition organization objects that filling in the bay will disrupt tidal patterns and harm wildlife. But the airport says that if it is permitted to build its new runways, it will fund the restoration of 1,000 acres of wetlands in areas of the bay that have previously been damaged by industrialization. This plan should be adopted, for it is necessary to reduce the flight delays, and the wetlands restoration part of the plan ensures that the bay's environment will actually be helped rather than hurt."

In this proposal, the speaker asserts that in order to better its notorious delayed flight; they should build new runways to increase capacity by filling in 900 acres of the bay. He cites that although the Bay organization objects that filling in the bay will disrupt tidal patterns and harm wildlife, the airport believes that it is permitted to build its new ways because they can fund the restoration of 1,000 acres of wetlands to restore them from the damage of in detribalization. And he also suggests that doing so will not only reduce the flight delays but also keep the bay's environment better. This proposal seems logical at the very first glance, however, after careful analysis, it is not difficult to find that there are several fatal flaws.

On the one hand, the writer makes an indirect relationship with building new runways with changing its flight delays. As the proposer says the problem that this Franklin Airport faces now is its notorious flight delays, but few evidence can be presented to prove that to build new runways can solve this problem. It is possible that although these runways are built, they can help little even make it worse on this aspect. Maybe it is the pilot's little time sense that leading to this phenomenon or that it is because of the mechanical problems with their planes. In sum, the proposer says little about the reason, so we can not conclude that building new runaways can be better.

On the other hand, there is little evidence to prove that the restoration of 1,000 acres of wetlands in areas of the bay that have previously been damaged by industrialization can actually better help the bay's environment. What if such doing can opposite worse the environment around the bay. It is of possibility that the ecological consumption of the 900 acres of the bay overwhelms the benefit brought by the restoration of the 1,000 acres of wetlands. Or that the damages done by the industrialization has recovered during this period, there is absolutely of little use to spend the money doing so.

And last but not least is that the proposer fails to consider other means that can reduce the flight delays. In this proposal, we can clearly see that the aim is to reduce the flight delays, however, the proposer only thinks over one method-to build new runways, maybe there are several other means to solve this problem, they can train the pilots more, widen the flying passage and so on. Since the reason is unclear, it is possible that there are many better ways to reduce the flight delays.

In sum, the writer should clearly investigate what causes the flight delay and make a proposal on the basis of the reason, besides, the protection of the bay's environment is also of great importance, so the writer should check whether filling in 900 acres of the bay and fund the restoration of 1,000 acres of the damaged wetlands does bring benefits to the environment of the bay.
