39.The following appeared in a memorandum from the president of Humana
College.

"Last year the number of students who enrolled in long-distance degree programs at Omni University increased by 50%. During the same year, Omni
showed a significant decrease from prior years in expenditures for dormitory and classroom space, most likely because instruction in the long-distance programs takes place via interactive video computer connections. In contrast, over the past three years, enrollment at Humana College has diminished and costs of maintaining buildings have risen. Thus, to increase enrollment and solve the problem of budget deficits at Humana College, we should initiate and actively promote long-distance degree programs like those at Omni."

As the memorandum bespeaks that the increased long-distance degree program is responsible for the reduced expenditure and building spaces in Omni University, Humana College should follow its steps in order to increase the enrollment and solve the budget deficits. It seems reasonable at the first glimpse, whereas in further analysis, revealed several fallacies.
First of all, it is unconscionable that the author supposed to initiate the long-distance program to solve the problems of enrollment. Even if there is data shows that last year 50% more long-distance students enrolled in Omni University, it is not sufficient to prove that the total students increase and in turn, probably the total number of the university dropped off. If the second situation happens, following the Omni University who has established long-distance program is in vain.
Besides above, we do not know about the prior situation of Omni University and claiming that the increase of long distance students is the main reason of solving the budget deficit is unwarranted. We should not rule out of the possibility that years before the Omni University had some other programs had been invested in a great deal of money, for example, an establishment of more advanced teaching facilities, or an investment in a complex research. Granted that there were not large expenditure in the passed few years, the reductive costs might also be due to a more scientific administrative mechanism. Therefore, simply knowing about the decreasing expenditure of the last year is not far enough to support the author’s opinion.
What is more, there is difference between the Humana College and the Omni University. Executing the long-distance program in Humana College might not work for solving the enrollment and budget problems. Even if the long-distance program is built up successfully in Humana College, the anticipation may not be reached due to the fact that the operation of the program lacks maturity and shows less attraction. Granted that the enrollment is not a problem, there are other obstacles exist in putting the long-distance program into effect, for instance, the shortage of advanced facilities and the specialists being responsible for the program. Stepping across these obstacles needs a great deal of money to be invested in, which probably is far more than the funding we saved.

In sum, for the sake of making the argument more persuasive, collecting more information is indispensable. The author needs to know how many people are interested in joining the long-distance program, and offers the necessary materials such as the financial budgets to the Humana College. Apropos of the experience of the Omni University, further investigation is imperative, too.
