题目:ISSUE13 - "Many of the world's lesser-known languages are being lost as fewer and fewer people speak them. The governments of countries in which these languages are spoken should act to prevent such languages from becoming extinct."

The author contends that many of the world's lesser-known language are being lost as a decreasing number of people speak them and the government of countries in which these languages are spoken should act to prevent the extinction of such languages. I partly agree with the contention to the extent that governments should help to prevent the extinction of these languages. However, which executive organization is responsible to prevent such languages from becoming extinct? This is what I want to discuss below.


First of all, lesser-known languages are essential in the world along with the global cooperation among the nations all over the world. As we know, language in a country is the reflection of the country's culture and the whole nation. Spreading languages is also an effective way to promote the mutual understanding among different countries. That is the reason why there is a tendency in recent years that an increasing number of people start to learn lesser-known languages which will produce favorable position in their job market.


Therefore, we should take some actions to prevent the extinction of the world's lesser-known languages. As a part of a country's culture, language plays indispensable roles in the country. It is the guidepost to a better understanding of the country's culture. If one wants to know more about one country, such as its social policies, administration systems and other political or ecnomical policies, knowing the language in this country is a good shortcut to achieve this. Because of the special role which language burdens, the government of a country has the responsibility to promote the language and prevent it from becoming extinction so that it will enhance the administration of the government.


However, it seems impossible that the government itself act to prevent the extinction of the language. Besides the government of the countries in which these languages are spoken, some global organizations such as UNESCO is also a good organization to help prevent lesser-known languages from becoming extinct. The global organizations may have more experience of how to organize some activities which can promote the speaking of these languages. For instance, UNESCO hold the culture festival of Confucius which promotes the ideas and philosophies of Confucius, and more people get acknowledged with his great ideas.


From what has been discussed above, we can conclude that the governments of countries in which lesser-known languages are spoken should take some actions to prevent the extinction of these languages. At the same time, some global organizations are also supposed to take part in this action so the government and these organization cooperate with each other and help let more people know more about the countries and such languages.



题目:ARGUMENT20 - The following appeared in a letter to the editor of the Balmer Island Gazette.

"The population of Balmer Island increases to 100,000 duing the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day during the summer season. By limiting the number of rentals, the town council is sure to attain the 50 percent reduction in moped accidents that was achieved last year in the neighboring island of Torseau, when Torseau's town council enforced similar limits on moped rentals."

In the argument, the arguer concludes that the town council of Balmer Island should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day during the summer season to reduce the mopeds and pedestrians accidents. To support his conclusion , the arguer cites that the town council is sure to attain the 50 percent reduction in moped accidents while Torseau's town council enforced similar limits on moped rentals. However, close scrutiny of the evidences reveals that the argument is flawed in several aspects.


First of all, the arguer failed to provide us the reasons why the accidents involving mopeds and pedestrians happened. He assumes that the increasing accidents involving mopeds and pedestrians is the results of the renting of mopeds. Perhaps it is because of summer season that more and more people have leisure time and want to relax themselves. Or perhaps the roads and the sidewalk has so many curves and curbs.


Even if the renting of mopeds is the reason of the increasing accident, the arguer did not provide the evidence to support that the limiting the number of rentals can reduce the accidents. Even if
the number of rentals of mopeds decreases, maybe there are more mobiles on the road which can also increase the accidents.


Finally, the arguer cites that in the neighboring island of Torseau, Torseau's town council achieved the reduction in moped accidents which will also be effective in Balmer. It is unpersuasive when the arguer did not mention any evidence to show that the different factors which can cause mopeds accidents, such as different geography in these two neighbors, different number of the residents.


In sum, to better support his conclusion, the arguer should analyze the real reasons of the mopeds accidents. Meanwhile, he should provide evidence that the effective of reducing of the mopeds rental and he should make more survey about the different situation between Torseau and Balmer to avoid getting the unwarranted conclusion.
