In this argument, the letter recommends a new policy that the Pierce University should spent money on making a chance of employment for the most gifted teachers' and researchers' spouses in order to
attract those professors to this faculty and improve the morale of the entire staff. Additionally, to validate the recommendation, the letter reveals some studies conducted by B College, which is also located in a small town, show that professors are willing to live in small towns when their spouses are also employed in the same area.
