TOPIC: ARGUMENT137 - The following appeared in an editorial in the Mason City newspaper.

"At present, Mason City residents seldom use the nearby Mason River for any kind of recreational activity, even though surveys of the region's residents consistently rank water sports (swimming, fishing, and boating) as a favorite form of recreation. Since there have been complaints about the quality of the water in the river, residents must be avoiding the river because they think that it is not clean enough. But that situation is about to change: the agency responsible for rivers in our region has announced plans to clean up Mason River. Therefore, recreational use of the river is likely to increase, so the Mason City council will need to increase its budget for improvements to the publicly owned lands along the Mason River."

The speaker suggests that Mason City council to increase its budget for improvements to the publicly owned lands along the Mason River for the reason that he or she predicts that with the plans of cleaning up Mason River has been announced, the recreational use of the river is likely to increase. After carefully analyzing the argument, I find it has many logical fallacies which will be discussed as follow.

To begin with, the speaker asserts that residents avoiding the river dues to the quality of the water in the river. But I think this assertion is unreasonable because there are many other factors can also lead rare people playing in the river. It is possible that people avoiding the river because they have swimming pool in their own houses. What's more, residents of Mason City suffer huge pressure in works which lead they have no time to play in the river. The speaker fails to rule out these possibilities, so the conclusion is unconvincing to me.

What's more, even I accept the assumption that residents avoiding the river because of the quality of the water in the river, the speaker still fails to convince me that the plans of clean up Mason River will be efficiently executable and achieve the expected results. Plans may succeed but also may fail. In the argument, the speaker just tell us the plans to clean up Mason River have been announced, but never take into account the results of these plans. If these plans fail to achieve the expected results, the situation of Mason River may not be changed any more. Therefore, it is unreasonable for the speaker asserts that the plans will change the situation in Mason River.

At last, even if the plans of clean Mason River will successfully achieve the expected results, the author still cannot conclude that Mason City council need to increase its budget for improvements to the publicly owned lands along the Mason River for the reason that the author fails to give the information about the current budget for publicly owned lands along the Mason River. It is possible that the current budget is sufficient to meet the demand of increased recreational use of the river. The conclusion is arbitrary because the author fails to take account of the possibility.

In conclusion, the argument fails to convince me that the suggestion is wise. To strengthen it, the arguer should provide more evidence to prove that the residents will go back to the river for recreational activity, and it is necessary for the government to increase budget to improve the publicly owned land.
