The country Myria, which charges fees for the use of national parks, reports little evidence of environmental damage. This strongly suggests that for the country Illium, the best way to preserve public lands is to charge people more money when they are using national parks and wilderness areas for activities with heavy environmental impact. By collection fees from those people who wveruse public lands, Illium will help preserve those lands for present and future generations.

Charging fees for the use of national park may not make Myria enviroment protected, let alone in Illium, let along for the future generations.


Firstly, little evidence of environmental damage can not tell the truth of little environmental damage, unless we list the whole environmental condition, and show that it is better than before. Probably, there are some environmental damages unreported. Thus the reports are not definitely prove something, such like environmental condition. So, if the environmental condition is not better for sure, the fact of charging fees is probably be the reason of making the environmental conditions worse or better. In another word. this way is not a good way somehow.



In fact, secondly, by induction, requiring fees is not the key to the environmental condition. If people know the importance of protecting environment, they will do it actively, this is the key point of this problem. Charging fees and restricting people's active area is the second way, which will some how brings about side effect. For example, if charge more fees, people may not content with the government, and their lives may get worse. If they are not content, they may do something harmer. If their lives getting worse, government can not preserve the public land in the long run, for the funds come from the people. So, after thinking the problem over, the way of charging fees is not good.


Thirdly, the same way working on other place may not be as effect as before. So, even if the way of charging is a good way, it may not be good any more in the area of Illium, or in the later time.
Things are different in another place. If people's income, for example, in the Illium are more than in Myria, they will not care the money they pay, and they will then use the national park as usual as before, then the environment will be unchanged in this aspect. Besides people's income, there are more differences like public lands' condition. Extrapolating, if things change, good way may be bad.


What's more, public land does not represent the environment condition, which includes many elements, such like air condition, water condition.


All of these can draw a conclusion that collecting fees will not do well in Illium, and can not be said to be the best way without evidence and comparing.
