Government does need to make necessary restrictions on scientific research and development when comparing science with the social issues. Nevertheless, it is not reasonable for government to control the science advance extremely which may not only prevent the true discovery from coming into being but also mislead the science to a wrong direction.

Government ought to put necessary restrictions on science to balance the social issues and scientific development. Most scientific researches and developments call for a lot of funds from government. In addition, government also spends a great amount of money to solve social problems. Thus, it is important for government to balance the money on each part. Consider the exploration of the space. Scientists hope to discover lives on other planets, which is a very attracting research and needs much money. However, compared to the starvations and global warming, this scientific exploration should come to the second place because it is not as vital as these social issues. If government ignores the existed problems, instead, it spends money supporting the research there will be more horrible problems harmful to our lives appeared. Thus, it is important for a government to put proper restriction on science research and development in order to seek a balance between science and social matters.

The necessary restrictions are needed for government, but it does not mean government could regulate too much on scientific research and development, which may prevent the truth from being discovered. Governments will influence the development of science by putting extra restrictions to researches in order to consolidate their political power. Take Galileo as an example. He realized that the geocentric theory, admitted by the rulers at that time, could not stand. Being afraid of losing political power, the rulers asked Galileo to stop taking a further research and even put him into prison. Moreover, they threatened other scientists not to study the same topic. Therefore, this affair affected the advance of the study of universe. From this instance, we can notice the negative impacts of extreme restrictions on science advancement.

Besides the view in the last paragraph, extra restrictions may also mislead the direction of science. Government may utilize science to achieve a certain goal while bring pains to ordinary people. For example, in order to win the World War Two, American government led its scientists to create nuclear weapons. Thanks to them, America vanquished Japan finally. However, nuclear weapons gave the people, who suffering from the 'little boy' and 'fat', live long torments and they took millions of innocent lives away. Thus, it is obvious that government had already misled the direction of science, which should benefit human beings instead of bringing pains. From the history, extreme regulations on science should be avoided.

In sum, the government ought to take the responsibility of the whole society. Thus, it should take the balance between the science and social matters, requiring the government to regulate the scientific research and development properly. On the other hand, it is not reasonable to put extra restrictions on science for the sake that government may influence the science too much.
