It is primarily through formal education that a culture tries to perpetuate the ideas it favors and discredit the ideas it fears.

Every culture in nature has its likes and dislikes at a particular period of time. Culture, as a complex system, like a pool of water, tries to maintain the stability for the short term. The food chain is the way water pool bio system remains stable, while that for the culture is through the interaction between its people.

The formal education is part of the interaction, which is specifically between the teacher and the student. All the circle of instructions that are so well worked out is only to endow the students with the believes and rules that are widely and publicly adopted, such as the ideas of fairness, honor, self-discipline, etc. However, these are only the superficial contents of a culture. Since culture is complicated system, we can never tell whether something is its favor or hate. Every one of us consist the culture, while every member of the culture is different. Some of us like hot-pot in Souch China, while some others in Beijin prefer noodles evey day. One's favorite dish is surely part of the culture, how can that be taught in the formal education?

The nation and culture are tightly related. In a nation, people are organized to work and live. To maintain the stability of the nation, also, that of the culture, we need something "formal", as the basic rules for every body to act on. So we can say the formal education perpetuate or discredit the ideas in accordance with the organizers of the nation. We can see Iran regard a God as the topmost leader of the country, while China doesn't involve any idea of religion in its administrating. The formal education serves as the tool to make sure every one of a nation is being supportive to its configuration.

As mentioned before, the interaction between the people is the primary way to maintain a culture. What would us be like if we just live alone for all our lives? So much would be obvious. We may still be able to walk, eat, drink, or even grow old. But we can never talk, think, let alone the maintenance of the culture. So we can see culture lies in the interaction between people. Since every one of us first gets our habits, which is the tiny pieces of culture, from the ones that breed us, probably parents, the heritage of the culture is accomplished through learning. But we also develop our own ones.  Take a look at the video shops in mainland China, the once unpopular hip-hop music are now full of the shelves. See, these neo habits are the tiny developments of culture. At last, the culture gradually changes from one generation to another.
