The concept of 'individual responsibility' is a necessary fiction. Although societies must hold individuals accountable for their own actions, people's behavior is largely determined by forces not of their own making.

Is the concept of "individual responsibility" is a necessary fiction, is the people's behavior determined by forces or their own making under the conception? As far as my opinion, the individual responsibility is necessary, and a real appearance, not a fiction.

Firstly, the individual responsibility is inherence for everyone. Whatever anyone is working, everyone may try best to take one's responsibility. For example, as a soldier, he must comply the command with any condition, and finish the mission without consideration of his life. This is individual responsibility for soldier. As a teacher, he/she should try his/her best to teach their students as far as he/she  can. If the teachers have no responsibility, the education are certain to decrease. As a surgeon, his responsibility is to cure the patients and relieve their pains. The conception of individual responsibility is emerged into people's mind in the work field. Thus, when one try his best to work and take responsibility to finish his work, the individual responsibility demonstrates the value of the person.

Moreover, the individual responsibility is founded by the fundamental value. One is living from born to death, he/she always try to meet the responsibility for others or own. Just as one takes a mistakes sometime, he will absorb the experiences and prevent to take place again. With the age larger, the responsibility for everyone is increasing, such as the responsibility of study, work , marriage, taking care of the child and older men, loving country, maintaining the ethic dignity and so on. Thus when we only take the fundamental responsibility, we can take  higher responsibility. If we have no assurance responsibility of the work and marriage, it is impossible for us to love our country and maintain the ethic dignity.  we should do the action from little things.

Nevertheless, not everyone in any field is to take the individual responsibility. There are always some people who go against the fundamental value of the society. The law is response for those people. If there are no forces, the society may be in confused situation. For example, when a parent do not want to take care of their child, if there are no law, the child will lose the survival condition, so under the forces of law, the parent must take the necessary responsibility to feed their child. Take an another example, everyone should comply the fundamental virtue such as not damage others'  interests, life , not danger the society and the country. Indeed, this is individual responsibility by their own making for most people. However, some people want to take a risky action in order to earn more interests, although they damage the people's life and social interests. Consequently, if there are no law, the society are not well-developed, and our interests are damaged. With comparison of the law, there is a rule for school or company. These rules can encourage the people to take their responsibility better. For the students, if he fail to study hard, his grade usually is poor, the college refuse to give the graduated certification. Accordingly, the student can be conscious of  his responsibility for his mission, he will try to learn his lesson more hard, rather than to play games and dally. Thus, the forces of responsibility is necessary for some people, it will impulse their moral and prevent them to make false.

In sum, the individual responsibility is necessary, and many people implement the conception to concrete action, not merely the fiction. Most people have the inherence to take the individual responsibility, although some are not consciousness, the forces of law or rules can limit their action and impulse them take the responsibility by their making.
