题目:ARGUMENT 20 - The following appeared in a letter to the editor of the Balmer Island Gazette.

"The population of Balmer Island increases to 100,000 during the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day during the summer season. By limiting the number of rentals, the town council is sure to attain the 50 percent reduction in moped accidents that was achieved last year in the neighboring island of Torseau, when Torseau's town council enforced similar limits on moped rentals."

In this argument, the arguer draws the conclusion that to reduce the accidents involving mopeds and pedestrians, limiting the number for mopeds and bicycle rent is helpful. To substantiate his recommendation, the arguer list several reasons, but all of them are incompletely and ungrounded.

First of all, the arguer suggests that the council should limit the rental rate from 50 to 30 per day just during the summer season base on the fact that population increase to 100000.Three fallacies lie in this bases. First, the arguer never provides any complementary information about the number of population formerly in the Balmer. It is quite possible that before the summer month, the population has already reached to 99000, so that the little percentage of the augment can reasonably be neglected. Second, the static of the rental rate among mopeds is absent. If there is so little of the residents do not own their own bicycles but just rent from the company that rental number constitutes only a small part among the population of the whole bicycle riders, the limitation would be much likely to make no function .Last, the information about which season has the most frequent accidental rate is not present. Possibility exists that over half of the accidents happen in winter, just limited the rental rate in some is probability has no use.

In addition, the arguer commits a false analysis by comparing Balmer to the neighboring island of Torseau. That the council of Toreau enforces similar limits on moped rentals can not guarantee that Balmer would reach the same effect by doing so. The information about how this two island share similarity is open to question. It is likely that the two islands are completely different in ground condition that Balmer is a plain which is quite suitable for pedestrian and mopeds while Torseau is a mountainous island that riding bicycle there is full of danger. Another possibility may still exist that the Toreau is a small island just half size of Balmer but have twice number of population as it. It is so crowed in Torseau that limit the moped rentals to diminish the accidental rate is necessary. Before we get full information about the two islands, generalize such conclusion is hasty and unwarranted.

In sum, the argument is based on the ungrounded evidence and false analogy, so the arguer's opinion is open to doubt. To substantiate the recommendation, the arguer should provide addition evident, such as the comparison between the two islands and sufficient information concerning the formal situation of Balmer, to make the argument more convincing
