题目:Governments must ensure that their major cities receive financial support they need in order to thrive, because it is primarily in cities that a nation’s cultural traditions are preserved and generated.

提纲:1 同意政府应该提供财政支持城市的发展,因为城市发展在一定程度上决定国家的发展,而政府的职责之一就是要使国家富强。
      2 不同意题目所说的原因,文化传统不一定在城市,随着全球化,城市的文化也全球化。

Whether the government must give their major cities financial support in order for cities to thrive?I strongly agree with the author in this point because major cities to some extent determine the development of a nation. Yet when it comes to the author’s assertion that the goal of giving cities financial support is to preserve and generate culture traditions I disagree with the author’s opinion.

On the one hand, from my point of view, government has responsibility to supply financial support to major cities in order to thrive. Since cities serve functions with respect to the development of economic and technology, to some extent, the development a nation is determined by the development of major cities. Take Shanghai, a Chinese major city for example. Shanghai plays an important role in the nation’s social and economic development. With a population of only one percent of the nation’s total, Shanghai contributes one-ninth of the nation’s total financial income. The commodities passing through Shanghai’s ports account for twenty-five percent of the nation’s total. Thus Shanghai has made great contribution to China’s modernization drives. From this instance we could conclude that it is vital to develop major cities for the nation’s flourishing. Therefore it is significant for the nation to offer financial support to major cities. As a matter of fact, the money government has given to major cities is utilized to invest in profitable projects in order to thrive the cities. As a result, profits cities have earned contribute to the nation’s total financial income. Therefore to give financial support to major cities is equal to the development of the whole nation.

On the other hand, I disagree with the author that governments must ensure major cities to receive financial support due to preserve nation’s cultural tradition. To begin with, I concede it is critical for the government to preserve and generate culture traditions. As we all know, culture traditions of a nation is a symbol which makes the nation different from others. If a nation loses its culture diversity and local character, the nation may disappear one day. Therefore governments should pay attention to the preservation and generation of their culture traditions. However I disagree that a nation’s culture tradition is primarily in cites. With the globalization, the global application of information and communication tend to more or less have impact on the nation’s cultural traditions. Homogenization of some culture traditions is entirely possible and necessary in some situations. It is not certain that culture traditions are primarily in major cities.

To sum up, with the significance of major cities in economic area it is responsible for governments to provide sufficient financial support to major cities. Since the tendency of globalization culture traditions are not likely to be preserved in major cities.

觉得有些地方的语言在绕,部分长句的插入语加的有碍连贯性
另外,第二点批驳的地方,觉得没有很充分的回应题目,题目里有个关键词是it is primarily in cities,我觉得在反驳时至少应该说明在哪里文化还可以得到保留,而光说目前大城市的保留功能下降了不足以批驳“首要”。
