Argument42 The following appeared in a proposal from the economic minister of the country of Paraterra.
"In order to strengthen its lagging economy, last year the government of the nearby country of Bellegea began an advertising campaign to promote ecologically sound tourism (ecotourism). This year the number of foreign visitors arriving at Bellegea's main airport doubled, and per capita income in Bellegea increased by ten percent. To provide more income for the population of Paraterra and also preserve the natural environment of our tiny country, we too should begin to promote ecotourism. To ensure that our advertising campaign is successful, we should hire the current director of Bellegea's National Tourism Office as a consultant for the campaign."

In this argument, the economic minister of Paraterra suggests to promote ecotourism in Paraterra like Bellegea in order to increase people's income and preserve the natural environment. He supports his suggestion by the fact that last year by doing this, the number of foreign visitors arriving at Bellegea's main airport doubled and per capita income increased by 10%. He also suggests hiring the current director of Bellegea's National Tourism Office as a consultant to ensure Paraterra's advertising campaign successful. At first glance, the arguer's suggestion seems reasonable, but after carefully examination, we can find out several flaws as follows.
First of all, we can find that there is no evidence to prove the number of foreign visitors and per capita income increase has direct relation with the ecotourism program. In other words, the double of foreign visitors can hardly reveal anything until enough evidence is provided. It is very possible that this year many flight courses were changed, as a result, many tourists have to change flight at Bellegea airport; that is, they are not visitors for Bellegea. Similarly, just the figure of 10% increase of per capita income also has little persuasion. Maybe inflation or other reasons result in the increase. Therefore, in this case, the arguer has to provide more convincing evidence.
Secondly, the arguer is too cursory to make the suggestion because the situations of two countries may have great differences, even if their locations are very near, so just to copy other's method cannot do and to find a suitable way is wise selection. What is more, to develop tourism is sure to destroy the environment to some extent. So whether develop tourism program in Paraterra still need to be considered seriously.
Finally, granted that the Bellegea's method can also do benefit to Paraterra, does Paraterra really need to hire the Bellegea's tourism office director as consultant? The answer is certainly not. Whether to do this is helpful or harmful is still doubtable. On the one hand, to process the advertisement, advertising experts should be the primary person selected. On the other hand, Bellegea's director maybe not tries his best to help Bellegea for the sake of preventing Bellegea's tourism from being influenced by Paraterra's.
To sum up, the economic minister's suggestion is not convincing because it lacks of enough strong evidence. The arguer fails to consider the actual reason for Bellegea's changes and fails to study the situation differences between Bellegea and Paraterra. Consequently, to make his suggestion acceptable, he should take the facets discussed above into account. |
