Argument25 The following appeared in a memo from the mayor of the town of Hopewell.

"Two years ago, the town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. The best way to improve Hopewell's economy, and generate additional tax revenues, is to build a golf course and resort hotel similar to those in Ocean View."

In this argument, the arguer suggests Hopewell (H) to build a golf course and resort hotel similar to those in Ocean View (O) in order to improve economy. The arguer thinks that just because O built a new municipal golf course and resort hotel two year ago, tourism in O has increased, and tax revenues have risen by 30%. His suggestion seems logically, but suffers from several flaws as follows indeed.

First of all, there is no evidence to prove the increasing tourism is resulted from the new golf course and resort hotel. It is possible that O build other beautiful travel cites during the past two years, thus attracted many people. It is equally possible that during the two years, O invested lots of money on advertisement for their tourism and people to O were not for the golf course and resort hotel.

Secondly, the arguer fails to due the open of new businesses and the increase of tax revenues in O to the new golf course and resort hotel. On the one hand, we do not know the detail information about the new businesses. It is likely that the new businesses are related to high technology and have little relation to tourism. On the other hand, it is possible that the rise of tax revenues was the result of inflation or the new businesses and not from tourism income.

Last but not the least, granted that the improvement of economy in O was just because of the new golf course and resort hotel, it is not certain for H success to adopt the same method. If there have been many golf courses and resort hotels in H, then to build up a new one may be just a waste and even will add the competition between them. In addition, just copy is not a wise decision in planning economy steps. It is very likely that the same method will result great failure in H, not like the effect in O. However, what should H to do is to study the success key of O and then find a way suit for H.

To sum up, the arguer is too cursory to make the suggestion. To make his suggestion more convincing, he has to take the facets discussed above into account, that is, to find out the genuine reason for the economy improvement in O and to examine the situation in H, then to draw a wise conclusion.
