各位大佬，小弟目前３个ＡＤ，还有刚收到的这个ＯＦＦＥＲ，　Ｕ　Texas  Arlington , 每月　７００（太少了吧，）在德州够花的吗？　各位ＤＧＤＪ，帮小弟看看，还要交学费吗？

Mr. ＊＊＊＊

You have been selected for the position of Graduate Teaching Assistant I in the Industrial & Manufacturing Systems Engineering Department (IMSE) at a monthly salary of $700 for the period September 1, 2006 – August 31, 2007.  This position will qualify you for in-state tuition.  This offer is contingent upon your pursuing a graduate degree in Industrial Engineering at UTA and your unconditional admission to the University.  Your salary is subject to deductions for Old Age and Survivors Insurance and withholding for income tax. This offer is also contingent upon satisfactory completion of all pre-employment screening requirements, including a criminal background check for security sensitive positions.  All employees must meet the requirements of the Federal Immigration Reform and Control Act to qualify for appointment.

This offer constitutes a full assistantship which involves 20 hours of work per week.  Your assignment will be to assist the faculty in the operation of our distance education program and other duties. Further, this offer is subject to all provisions of the Graduate Assistantship/Associateship Policy.  Particular attention should be given to the statement regarding other employment.  Namely, "in accepting a Graduate Assistantship, a student agrees to devote his effort to his graduate studies and assistantship responsibilities and therefore agrees to hold no employment other than the assistantship".

This position will qualify you for in-state tuition. 这句话到底是啥意思？
