The following appeared in a memo from the president of Viva-Tech, a manufacturer of high-tech medical equipment.

In order to reduce costs, we should close some of our existing small assembly plants and build a large central plant. Grandview would be an ideal location for this new plant. First, of the locations that we have considered, Grandview has the largest adult population, so that we will be able to staff our plant quickly and easily. Second, since the average wage earned by workers in Grandview is less than that in the other locations, we should be able to keep production costs low. Last, as an inducement for us to build there, Grandview’s town council has offered to allow us to operate for the first three years without paying city
In this argument, the author asserts that we should build a large central plant in G (Grandview) instead of closing some of the existing small assembly plants. Further scrutiny of each reason mentioned in the argument, however, it seems unconvincing as it stands.

To begin with, the author commits the fallacy that to build a large central plant instead of close parts of small plants will reduce cost. Firstly, there is no statistics about the cost of new plants and how much have to pay in order to maintain the small assemble plants. It is entirely possible that the cost of former will higher than the latter. Secondly, no accurate information upon the effective influence of the large central plants is provided by the arguer. So the conclusion is still open to doubt.

In addition, other possible factors about the labor ignored by the author. The largest adult population is not means a large number of labors. Perhaps amount of the adults have job already. Or they are rich enough to live a good life that they are not ready to work. If so, it will be not so easy to staff the plant.

Further more, the lower average wage in G cannot guarantee the low production cost. Common sense informs me that the average wage earned by worker cannot stand by a specific kind of workers. Maybe this work will provide a relative higher wages. Even assuming their wages are lower than other locations, there is little information about how long the work a day. If their work time reduced at the same time, then the production costs will not keep low.

At last, without paying city taxes cannot assure the low cost. As is known to us all, there are various taxes exist. But we know little about how much other sorts of taxes cost. Perhaps higher costs of these kinds will extra the city taxes.

To sum up, from what have been mentioned above, the author gives an implausible argument. To bolster it, more information about assembly plants and central plant should be supplied. To better value of if, we need to know the accurate information about worker there and taxes.
