  Is it right that in order to be an effective leader, one must persist the highest ethical and moral standards, as the speaker claims so? As far as I concerned, in my view it is true that a public official shoule reserve the highest ethical and moral standards, but this is not enough to be an truely effective leader.
  Admittedly, I concede that moral and ethical standards are a must for an government official as the servant of his country for the reason that without this basic qualities, one may abuse his authority or appropriate the  funds of government. Consider, for example, here is a case in point to illustrate my notion. Nixon, the first designed president in the history of America, assigned several spies to get some information about the election plans of his raval which finally lead to his failure and disreputation. From the watergate, it is easy and obvious to find that if a leader does not have high quality, we would risk a high danger to make him succeed in the election because of the high posibility of abusing authority. Simply put, high moral quality should be the basic ability for leaders.
  However, the highest ethical and moral standards must  be confined to some extent where we should weight the benefit between advantages and disadvantages. Assuming a situation: when facing a dilemma--we human are facing the crisis of starvation which needs deforestraion while the action, clearly can lead to the extinction of animals, our leaders should be first to heal the starve at the cost of animals though it seems to be immoral. All in all, when it comes to morality, our leaders should balance carefully and protect the profit of the most people  of his country.
  Moreover, the only time a leader can be called effective is when he, at the same time, processed the other important abilities such as atute adjust, persistence and bravage in that moral is merely one of the components for an eminent leader. To illustrate my view, here is a good example about clinton, one of the most successful president of America, excel developing the economy of country during his renqi, American economic advanced fast and highly. Finally, no matter whatever may be said, people would praise his success in  flourish economic rather than his flaw once happened.
  To sum up, rightly or wrongly, we must agree with that if a leader was immoral, he would not be possible to an effective one. In addition, the scope of morality should be restricted and what is clearly is that only the moral quality is not enough to be eminent, the others is as important as the morality.
