TOPIC: ISSUE70 - "In any profession-business, politics, education, government-those in power should step down after five years. The surest path to success for any enterprise is revitalization through new leadership."

Should the governor who is in power step down after five years? Is the surest path to success for any enterprise revitalization through new leadership? The speaker claims so. However, as far as I am concerned, it is too short for a potential effective leader in that the effect of some policies can only work in a long terms, therefore it is not revitalization for any enterprise through new leadership.

Admittedly, I do concede that new leadership has many advantages over the old one. For example, there are myriad of reformation initiated by new leaders which are proved successful and efficient. During the process of reformation, what is a shortage for the elder is that most incumbents are confined to his or her original notion that how to manage and operate the cooperation while the new leadership may upped the ante. What is more, whether rightly or wrongly, we have to admit that many kinds of crisis was caused by the mechanism which is outdated and ineffective. Because of the reason mentioned above, the new tend to be brave enough to break the deadlock and then address the problems perfectly.

However, it is true that new leadership has some advantage such as originality, courage and so on, but we cannot overlook the advantages of the old leaders for the reason that they are experienced and sophisticated which the young one has no chance to possess. Consider, for instance, Greenspan, the most successful and popular Federal Reserve chairmen, is the only one who officiate the Federal Reserve chairman for twelve years. And what is most magical is that after the time that result of the poll of chairman for Federal Reserve came out, when Greenspan was in hospital, the stock index soaring because of his third successive term. The legend of Greenspan fully demonstrates the necessity of the long-term tenure. Simply put, in most cases, experience plays an important role in the way to success.

Moreover, there are a great deal of fields prefer long-term tenure in that the views of general public that the older, the more value. Here is a good example to illustrate my position, the profession of doctor, which demands not only knowledge but also experience. When faced with serious illness, most people tend to consult old experts who have been working in the medical field for many years. The chief reason of that phenomenon is that medicine is a discipline that experience which is gained through practice is much more important than other factors. Grounded in these reasons, it is often that old experts are likely to make right choice in adopting what therapies. In a word, it is presumptuous to judge the approach of new leadership if revitalization.

To sum up, in my point of view five years is too short for a leader because some policies and measures may have not worked. In addition, in some realms, experience of the old leaders is more important than the energy and originality of the new one.
