173. The following is a memorandum issued by the publisher of a newsmagazine, Newsbeat, in the country of Dinn.

"Our poorest-selling magazine issues over the past three years were those that featured international news stories on their front covers. Over the same period, competing news-magazines have significantly decreased the number of cover stories that they devote to international news. Moreover, the cost of maintaining our foreign bureaus to report on international news is increasing. Therefore, we
should decrease our emphasis on international news and refrain from displaying such stories on our magazine covers."



This argument concludes that the publisher of the Newsbeat should decrease their emphasis on international news and not to display international news on the front covers. To support this conclusion the speaker cites the example of the competing news-magazines which chose to decrease their number of cover stories about international news and provides a fact that the cost of maintaining their foreign bureaus is increasing. Then he draws it to a tendency that they should decrease the emphasis on international news and refrain it from displaying on the covers. This argument suffers from several critical flaws and is therefore unconvincing.

Firstly, this argument concludes based on a known correlation between the poor-selling of the magazine and the choice of international news on its cover that the latter is attributable, at least partly, to the former. Yet the correlation alone amounts to scant evidence of the claimed cause-and-effect relationship. Perhaps the decrease of the market share can be caused by other factors as well. One of those possibilities may be the newly-released magazine during this poor-selling season which draws people’s attention and curiosity, so that they buy fewer magazines from Newsbeat. Another extreme possibility is that during this specific period, the international news itself is nothing special and striking enough to motivate the readers to purchase the magazine.

What’s more, it is impossible to confidently draw any conclusions, like the cover stories are affecting the readers’ purchase decision. Specifically, the argument is possible to be convincing only on the assumption that customers choose magazines by cover stories. However, the speaker doesn’t make any statistic survey on the issue.

Secondly, the speaker thinks that a case of the competing publisher--- the number of international news as cover stories is decreased--- is a powerful evidence to reach a tendency that Newsbeat should take the same action. However, the speaker overlooks the distinct situation of the two publishers. The conclusion can be made only when the very difference between the two are ruled out. Besides, it is necessary to provide the number of the sales of magazine after cutting down the number of international news on cover stories to judge whether it’s beneficial to do so.

Thirdly, the fact that the maintaining of a foreign bureaus cost is increasing, however, the speaker doesn’t mention whether the increasing cost is reaching a fringe that it becomes a financial burden to Newsbeat which will do harm to the development of the publisher. If we take it as an opportunity for investment, in a certain circumstance, we are possible to gain profits as payoff. In this sense, the increasing of money placed in foreign bureaus doesn’t necessarily mean a loss to Newsbeat. Or perhaps in the contrary, the increase will result in the more international news endowed with more news value, hence, draw people’s interests which will change the depressed sale condition.

In sum, the argument has not convinced me that Newsbeat should place less emphasis on international news and refrain from displaying such stories on the magazine covers. To strengthen the argument the speaker must assure me that it is the content of the cover stories, not other factors, contributes to the popularity of the magazine. The speaker must also provide the change of the sales volume of the competing publisher that accounts for the benefits of less emphasis on international news. Finally, to better assess the argument I would need more detailed information about the budget of the Newsbeat in foreign bureau.

总体感觉挺好的,攻击点三个,论证合理,比较有逻辑。
个别地方有小错误;有的词感觉有点重复,例conclude,
