题目:ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"


Science, as a means of bringing the truth of nature, should be supported in most cases until it is incompatible with human dignity and the protection of human life. At that time, government should restrain such scientific research and development to shoulder the future of mankind.


The freedom of science should be given and be respected by government for the dignity of science. The responsibility placed on scientists is to try to reveal the mysteries of ourselves and to explore the unknown world outside, leading humanity from barbarism to an era of civilization today. So once scientific research and development are limited, we would fail to gain the whole picture of the nature and the world or miss chances to benefit mankind in some respects. Either way, it is really a pity. It is hard to imagine what the world would be like if government had restrained the direction of scientific development. Could we have realized lightening is just an electrical phenomenon rather than the anger of Satan, the prince of the power of the air? Is it possible that we still cling tenaciously to the so-called truth that the earth is at the centre of the universe? How could human have succeeded in landing on the moon had the idea been rejected as only a joke by government? Thanks to government’s tolerant attitude towards science in the past on the whole, we could live in such a prosperous world that exists today and continue to pursue the truth of the unknown fields.


As the science moves forward, however, some compulsive restrictions should be needed since some of its rapid development pose a threat to the lives on the earth, regardless of control and challenge the dignity of mankind. We will never forget that the atomic bomb dropped in Hiroshima killed thousands of lives in a flash and the Chernobyl accident resulted in 93,000 deaths from cancer caused by its radioactive poisoning. Unfortunately, the maxim that security could be only got through superior military power whatever the costs are, which was been following during the Cold War, still seems to continue today when North Korea express such belief. In fact, the idea of achieving security through national armament is a disastrous illusion. There is no guarantee that no country would turn to nuclear weapons at first when faced with conflicts of interests among nations. Thus that's why Obama called on to sign the compulsive ban test treaty outlawing all nuclear tests and strengthened nuclear non-proliferation treaty, which is the cornerstone to make efforts to avoid the general annihilation of humanity. Another challenge is the choices which must be chosen between ethics and morality and scientific development. Although it has to be admitted that the technology is quite desirable, we can't sacrifice humanity's dignity and ethnics. When the General Assembly adopted the United Nations Declaration on Human Cloning, by which Member States were called on to take all measures necessary to prohibit this technology, human won the war at last. In order to avoid the harm caused by weapons of mass destruction and keep the ethnical or moral principles, government should place restriction on such scientific research and development.

Then, here comes the question--when should government limits science. The best answer is that government should supervise scientific development on the premise that scientists enjoy the rights to pursue their studies. On one hand, encouraging the cause of science could contribute to the well-being of people and enrich the knowledge of humanity. On the other hand, it provides opportunities for scientists to display their talents. But once the appearance of some technology brings potential threat to the existence of human or infringes our morality and ethics, government should stand out to control such researches and development in time. It's sensible to cope with the affairs in the bud before a doomsday is coming. Only based on the principle could a better future be expected.



The freedom of science granted by government is the need for understanding the unknown world. But the aftermath would be a disaster if the technology crosses some boundaries. Therefore, a harmonious and prosperous world also requires the supervision of government.
