69"Government should place few, if any, restrictions on scientific research and development"

Should the scientific research and development be restricted by the government? It is compelling for most of the people to agree with the speaker that government should more likely to keep hands off. However, to what extent should the government play restriction on scientific research and development should be discussed under concrete situations.

To begin with, it is necessary for government to keep an eye on the scientific research and development of one society. It is well know that, the fundamental duty of government is to promote the social development and uphold the social stability. Government is always for those beneficial things while against those things which might detrimental the society. Thus, the attitudes the government towards scientific research and development are directly related to whether this action will merit the society or not.

To those scientific research and development which is destructive towards the society and people, government, as the public administration, should place strict limitations and even strongly forbid such kind of researches. For the sake of the society, such restrictions are indispensable and approvable. The government failing to hold back those researches will be considered delinquency. Most of the governments in the world are against the research on human cloning as the result may bring a moral crisis to society. Even if the development of human cloning technology can bring good news for those seriously ill, its disadvantages are far more than advantages. For the sake of its people and society, restrictions should be placed.

To those scientific research and development which is in favor of the whole society, government should provide more support and encouragement rather than placing restriction. Advanced scientific and technological level of a society is the foundation of a prosperous society. The more the government pays attention to the scientific research and development, the more the society and people will benefit from. The research on the hybrid rice varieties supported by the Chinese government has significantly increase the output of rice, thus, provides a robust food source in china and rice fields of high famine risk area. Japanese government has began research on clean energy since 1970s, through which the environment of the island is well preserved and more non-renewable energy is saved for future use. In such situations, the restriction on the science research and development will be counterproductive.

Finally, government also needs to take the financial state and social condition into consideration when judging to what degree should government to support or restrict the scientific research and development. It is blind for government to aid all the researches unconditionally, if the research profits the society while it has significant opportunity cost. More effort and money should be spent on addressing pressing social problems. One apt illustration of this point involves the famine of North Korea in 1997. The exorbitant amount of money spent on nuclear technology, which was unnecessary for the country at the present situation to apply, result in ignorance agricultural study directly results in the tragedy.

To sum up, whether the government support or restrict the scientific research should not be harshly concluded. Government should takes various factors into account and balance the pros and cons of the research when making decision.

(这段感觉跑远了的点,题目说要不要限制,不限制不代表支持,毕竟题目在讨论要不要限制,提高应该支持什么感觉推理过度了。作为文末的衍生可以,但单独一段就不符合中心了。)

To sum up, whether the government support or restrict the scientific research should not be harshly concluded. Government should takes various factors into account and balance the pros and cons of the research when making decision.


评语:总体感觉结构顺畅,语句娴熟,但是问题也有,不限制不代表支持。题目在讨论是不是对科研设置限制,文章没有这样铺垫(比如说,不但不应该限制,反而应该支持)却在谈,要支持对社会有益的。有点风险。单我也不敢说这样就是离题。但文章的TSto what extent should the government play restriction on scientific research and development should be discussed under concrete situations.把文章往restrictions提一下会安全一点。
