多数人应该是第一空有问题吧
consult有查阅的意思，比如 consult a dictionary，这里是查阅政府记录
后面那个空根据句意，大家应该都没什么问题吧？？

之前提出expert的观点是alleged的，那么后面就是同义重复。分句后the failure of such opinions in many field，那么前面必定是对其肯定，BE最佳。

至于这种靠不住的专家观点，只要查询政府相关记录就能发现充足的证据证明这种看法在很多领域都是错误的
