Is the public resources used on supporting the arts is inappropriate, or to some extent cruel, as the speaker claims? Considering all the potential uses of such money, especially in a society where people are hungry or out of work or lack the basic skills needed to survive, some people may thought more about the possibility to spend that money on solving those problems. I think, however, the money spent on arts is valid and we should continue to invest in arts in spite of the existence of the mentioned problems, as illustrated by the following discussions.

To begin with, the problems, such as starvation, unemployment, or lack of basic skills and so on, are not likely to be solved in a short time. That is to say, perhaps, to focus on the societal problems indicates to postpone the support for arts permanently. Take the hungry for example. Hungry is not simply caused by the lack of public resources, but also by the slow development of technology on which we may properly rely to solve the problem thoroughly. If we give a poor person who is living in a wilderness valley a large amount of money, then how could he use it? He may move out of that valley and buy a house in big city, and then lead a good life with his family. But how about the others in the valley? Can the government or the institution of charity give every poor one a large amount of money? Consider the possibility that the luck man uses this money to improve his home valley, then how about the other valleys? Not to mention whether this money is adequate to improve a whole village in a valley. Moreover, those problem mentioned above are not solely linked to public resources, but other natural resources as well. In short, even conceding there is a day when we can completely solve the problems, it must be in a very long time, without regarding the lack of natural resources.

Secondly, to support the arts may, at least to some degree, contribute to improve the conditions of the society in which some people are suffering from those problems. The development of arts means the increase of job opportunities. For example, various human beings experiences tell us that there are some people have a gift of art among those who suffer from varieties of pains. Development of art may present the chances of jobs, in order that a certain part of the poor people could possibly get rid of miserable lives. Additionally, arts, which contain imperceptible and subtle meanings, can inspire the poor people to work harder to create a better style of life, and that is of the greatest significances. Thereby, to support arts means to alleviate the problems such as starvation or some kinds of lack of the abilities to survive.

Admittedly, arts are not among the basic desires of a society, which we can even deduce from principles. And we could not expect arts to solve all those problems immediately, because arts do not have this kind of functions. Arts can never be linked to material things; otherwise they are not good works. However, when someone of the upper classes is satisfied with his or her life, and someday is moved by the spirits of arts, he or she is more likely to join the institution of charity and donate more money to help the poor. Then more and more people are entitled the chance to access the works of art, which, fortunately in return, adds to the development of arts and charitable institution. Then more and more people will be emancipated out of poverty. Arts, with the ever expanded power of inspiration, will contribute much to the prosperity of a society.

To draw a conclusion, when we look into the basic desires of a society in which people suffer from various problems, we should not focus too much on the temporary desires of them, or we will never success in solving them. Arts, if being supported appropriately, can also contribute much to the improvement of the conditions. Thus, we should never overlook the importance of arts when considering all the potential uses of a certain amount of money.
