8 It is often necessary, even desirable, for political leaders to withhold information from the public.

Whether we want to acknowledge it or not, political leaders everywhere withhold a lot of information from the public. It is the nature of certain types of political life that has made it necessary and even desirable for political leaders to withhold the information, but for some other types of information, when public awareness of them has significant meanings and is in the interests of the people, it is also necessary for political leaders to make the information known to the public.
In some fields of political life, withholding information becomes necessary and advisable for political leaders for political concerns. This is clear in two fields of political life, national security and election. First, disclosing to the public certain types of information would threaten national security. For example, it is unwise to fully disclose confidential information about military forces and equipment, because the important information will be known to hostile countries at the same time when it becomes known to the public of your own country, and those countries, as a result, will be in a favorable position if they are to take any armed actions upon your country. Second, in the process of elections, a candidate must first gain support from the public before he can win the election. This is when it becomes necessary for a potential leader to withhold some unfavorable information about him or her. For a hypothetical example, in a country where homosexuality is not yet widely accepted, a homosexual candidate will be in an unfavorable position concerning the public response if he discloses his queer sexual orientation to the public.
我认为选举的例子不好,要说明隐瞒公众的合理性,要从目的是利于公众入手,而选举从根本上来说是为了个人利益,这就引出一个问题,是否可以为了个人或集团利益而欺瞒公众。。。
However, under some conditions, when public realization of certain types of information has significant meaning and withholding it would produce bad results against the interests of the people(太抽象,我觉得应该再写的具体些,比如什么样的重要意义,怎样的民众利益等等) political leaders should not withhold the information. Here is an example of how this act has damaged the interests of the people. SARS, which is also known as Severe Acute Respiratory Syndrome, is by nature a dangerous disease. In 2003, the Chinese government made the case of SARS worse by concealing the true facts about this dangerous epidemic in the initial stage of its spreading. Early in 2003, a mysterious disease was said to be spreading in Guangdong province, but the government came out to clear the “rumor”. The government intended to lighten people’s fear and to avoid panic among people. But the epidemic spread very quickly and it finally went out of control soon. In April, when the government felt obliged to make things open, it finally announced actual facts about SARS and tough policies and measures were taken and the minister of health was dismissed. It is now widely agreed that if the government had not concealed true information about SARS and had instead informed people about the disease and educated them about how to prevent it, the disease could not have been so prevailing.(太详细了 ^_^b。。。例子的阐述要恰到好处的说明TS)
In conclusion, we cannot expect completely forthrightness from political leaders because the nature of certain areas of political life has made it necessary and even desirable for political leaders to withhold some types of information and in the same time, political leaders should avoid withholding important information which has significant meaning of public realization.
