24The following appeared in a memo from the president of Viva-Tech, a manufacturer of high-tech medical equipment.

"In order to reduce costs, we should close some of our existing small assembly plants and build a large central plant. Grandview would be an ideal location for this new plant. First, of the locations that we have considered, Grandview has the largest adult population, so that we will be able to staff our plant quickly and easily. Second, since the average wage earned by workers in Grandview is less than that in the other locations, we should be able to keep production costs low. Last, as an inducement for us to build there, Grandview's town council has offered to allow us to operate for the first three years without paying city taxes."

The president of Viva-Tech(VT), a manufacture of high-tech medical equipment recommends to close some of their existing small assembly plants and build a larger central to pursue lower cost. After a close scrutiny of the lines of reasoning, however, I find the validity of the recommendation is open to doubt.

The first problem lies on the presumptuous assumption that building a large central plant and closing some existing assembly plants could lower the cost of VT. To assess such an assumption, I must know that which factor(s) cause current relatively high cost of VT. If the small assembly plants result in an additional payment for the products delivery, raw material purchase, management, and building an large central one could solve those problem, it might be reasonable to take the recommendation proposed by the president. However, no information concerning the cost of the company was offered, therefore, it is premature to draw any conclusion regarding whether VT should build  big new plant to supplant the small old ones.

Even granted that there does exist the necessity to build a new central plant, the conclusion that Grandview is the ideal location is open to doubt, though three reason was given. First, the largest population Grandview got does not indicate that there is sufficient number of employees qualified to Vt, considering that Vt is a manufacture of high-tech medical equipment, which might demand special capacity of employees. So the assumption that VT could staff its staff quickly is dubious. Second, average wage of employees is lower that that of other cities is scant evidence that employees meeting the demand of Vt will ask lower payment, perhaps it is that most of workers in Grandview are those working in common factories that require  lower in ability that cause the low average wage. If so, it is not assured that the wage of employees of VT would also  be low . Last, although the town council promise three-year tax-free policy, the taxing policy three years later is not mentioned. If the taxing rate is heavier that other towns, it might be an unwise recommendation to build the plant in Grandview with the only reason of the three-year tax-free policy.

In sum, on the base of  the current information provided, the president cannot convince me on the problem of building the new plant.

开始我也是这样确定论点的,if so,正文段只能写两段了,好像有点少,至少得有个3段比较好.
文笔很流畅啊,词汇用得也很准确,好多词我写文章的时候都想不起来,看到你写的恍然大悟.向你学习!~
唯一的不足就感觉字数少了点.这样的话,拿高分可能有困难,毕竟ETS也很看重"量",质量,质量,光有"质"似乎不太够..

[完全可以把这两个点分成两段,凑成一个5段的结构]

关于字数问题,我还是觉得因题而异,其实这道题还有一个错误我漏了,他们又做全面的分析,考虑因素不全。加上这一点,字数因该在四百三左右,差不多了。其实还是觉得写得精炼好一些,多了废话也没有用。
