题目:ARGUMENT42 - The following appeared in a proposal from the economic minister of the country of Paraterra.

"In order to strengthen its lagging economy, last year the government of the nearby country of Bellegea began an advertising campaign to promote ecologically sound tourism (ecotourism). This year the number of foreign visitors arriving at Bellegea's main airport doubled, and per capita income in Bellegea increased by ten percent. To provide more income for the population of Paraterra and also preserve the natural environment of our tiny country, we too should begin to promote ecotourism. To ensure that our advertising campaign is successful, we should hire the current director of Bellegea's National Tourism Office as a consultant for the campaign."

In this argument, the arguer recommends that the government of Paraterra(P) should begin an advertising campaign as its nearby country of Bellegea(B) to promote ecologically sound tourism(ecotourism). To justify this claim, the arguer provides the evidence that the number of foreign visitors arriving at B's main airport doubled, and per capita income in B increased by ten percent. This argument suffers from several critical fallacies.

In the first place, the arguer fails to establish a causal relationship between B's campaign and the larger number of foreign visitors at B's main airport, and further, a causal relationship between more visitors and the income increase. There may be other reasons, rather than the effect of advertising campaign that the number of people who arrived at B's main air port increased. Maybe the other airports of B were in bad condition or being fixed, foreign people who want to come to B have no choice but the main airport. And it is quite possible that the main air port provides better service than others thus its customers doubled. Thus, only the main air port's doubled number of customers lends no strong support to the overall foreign people who come to B become more. Further, even if more people than before come to B and the per capita income in B increased, there is no evidence that it is because of the advertising campaign and the increased income came from the industry of tourism. Maybe the economical relationship between B and other nations become tighter than before and its people benefit from this.

Another problem that undermines the argument is that P may not succeed by take the same measures as B in the campaign. The arguer fails to provide any evidence that B and P are similar in their conditions of tourism. Even if B's campaign is effective, it may not suit the situation of P. Maybe P has not so many places of interest as B, or P is a country famous for its industry and has a polluted environment. The same campaign as B and even the same director as B will not provides P a more bright future in its ecotourism. P may have to seek its unique way to increase the income of its people.

Additionally, even if the campaign of successfully increase the income of P's people, it may not be helpful to the preservation of P's natural environment. As we know, more foreign visitors come, more potential harmfulness will exists to the environment. What is more, it will cost many workers and much money to regulate the visitors. Without the ability to manage this, the natural environment will be easily destroyed by visitors.

In conclusion, the arguer fails to establish a causal relationship between the main air port's doubled foreign people as well as the increased income of B's people and the advertising campaign to promote ecotourism. To strengthen the argument, the arguer would have to provide evidence that it is because of the campaign that the number of people arrived at B rised and the income of B's people increased. Additionally, the arguer must provide evidence that P and B have similarities thus P can adopt B's experience. The arguer also have to convince that the future booming ecotourism in P will not harm its environment protection and even helpful to do it.
