technically, you don't need to pay for the SEVIS fee again. what you should do right now is to contact school A and ask them to transfer your info in the SEVIS system to school B. meanwhile, you need to contact SEVIS administrator about your intention for such transfer. the whole process normally takes you two weeks. you should be one hundred percent sure that school A has officially granted an approval on the release of your SEVIS info before school B could ever possibly handle your case. don't mess up with school A no matter what would happen 'cause if you have previously accepted their offer of admission, they do have legitimate right to hold your SEVIS info. so, be sure that school A is willing to officially remove you from the liability of registration for fall 2009.

如果学校A不愿意transfer我的SEVIS Infor， 或transfer时间上来不及赶上签证，我可以直接选择再付200刀的钱给学校B吗？去签的时候只带上给B交的SEVIS FEE， 这样允许吗？

----- SEVIS费不是付给学校的，费用是付给移民局的。系统里在你这个名字下只能有一个注册学校，所以如果A校不放你，你再付200也没用，系统无法完成对你的信息的注册。唯一的解决办法只能是A校现在SEVIS里release你的信息，B校再接收，这是正常的transfer程序。如果可以随便按照你自己的意愿，不管先答应了哪个学校，最终想去哪个学校就去哪个学校，那早乱套了，也没有诚信可言了。SEVIS系统设计成这样，也是老美留了一手。建议你慎重而为。
