跳票了还用再交SEVIS FEE吗？

本来打算去学校A了，并且用寄来的I20交了200刀的SEVIS FEE, 现在想去另一个学校，请问还需要再重新交200刀吗？还是需要交transfer一类的费用呢？望高人指点呀

如果学校A不愿意transfer我的SEVIS Infor， 或transfer时间上来不及赶上签证，我可以直接选择再付200刀的钱给学校B吗？去签的时候只带上给B交的SEVIS FEE， 这样允许吗？
