TOPIC: ARGUMENT131 - The following appeared in an environmental newsletter published in Tria Island.

"The marine sanctuary on Tria Island was established to protect certain marine mammals. Its regulations ban dumping and offshore oil drilling within 20 miles of Tria, but fishing is not banned. Currently many fish populations in Tria's waters are declining, a situation blamed on pollution. In contrast, the marine sanctuary on Omni Island has regulations that ban dumping, offshore oil drilling, and fishing within 10 miles of Omni and Omni reports no significant decline in its fish populations. Clearly, the decline in fish populations in Tria's waters is the result of overfishing, not pollution. Therefore, the best way to restore Tria's fish populations and to protect all of Tria's marine wildlife is to abandon our regulations and adopt those of Omni."

In this argument, the arguer recommend that the best way to restore the environment of Tria is adopting the regulations of Omni, but s/he omitted many information of the Tria Island and Omni.

In the first place, the arguer fails to show that the reason of decline in fish populations in Tria's waters is the result of overfishing. Although there is no regulations concerns banning fishing, it is possible that the fish in the Tria is not tasty and not many people appreciate it, so that fishers do not overfish in Tria. On the other, even the regulations ban dumping, it is equally possible that people still dump rubbish to the waters because the government did not regulate strictly and usually did not punish those who dumping. More over, even there is no offshore oil drilling within 20 miles of Tria, it is quite possible that the oil from outside the 20 miles may also flow to the water near Tria with the sea flow. Considering all these possibilities, the  assumption that overfishing cause the fish declining is unsupported.

Secondly, even if Omni reports no significant decline, there is a good chance that the officials of Omni did not report the real condition of Omni. It is equally possible that the fish population in the Omni has declined a lot before they enacted the regulations, so there will be no significant decline in recent years.

More over, the arguer unfairly assumed that the Omni regulations can be used in the Tria, since there are no details about the two island. Even if the regulations in Omni efficiently stop fishing, it is possible that  the main reason of maintaining the fish population is the ban on dumping and oil drilling.  It is equally possible that the water flow in the water around Omni Island is slower than that around the Tria, so that the rubbish and oil 10 miles away may not influence the water quality seriously. However, the oil and rubbish from more than 20 miles outside the Tria may cause a lot of problems in the water quality, which endanger the live of fish. In that case, the local govenment should make new regulations that ban dumping and offshore oil drilling more than 20 miles away from Tria.

Last but not least, even if it is overfishing which cause the decline in fish population in Tria, the best way may not be adopting the regulations of Omni.
Considering the conditions of both islands, it is possible that banning overfishing, dumping and offshore oil drilling within 20 miles of Tria may be more suitable than the Omni regulation.

To sum up, before there is a more detail investigation of both Tria and Omni Island, the advice are not to be accepted.

其实我觉得这篇不错呢?写多了可能自己觉得自己说来说去都是那么一回事,但是其实是不错的啦
