TOPIC: ARGUMENT2 - The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.

"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and housepainting."

  The arguer suggests setting up series of restrictions on landscaping and housepainting since he finds that the same measures have helped a nearby community improve property values. The whole reasoning seems logical while actually has several problems which cannot lend validity to this argument.

  The arguer cited the example of the nearby community where series of restrictions were adopted without considering varies differences in time as well as other aspects. First, we should be alert of the time when these performs in Brookville, it was seven years ago, neither two years nor three years. The world changed greatly in five years, not mention to seven years. It is largely likely that seven years ago residents were in great need of the houses and the price of any house is much cheaper than today so that the price has a great many of increasing. Maybe it is the main reason of average property values tippling. However, after seven years of increasing in price and purchasing, there may be little space for much increase and purchase.

Secondly, other differences in environment are also crucial in which the arguer should investigate before suggesting. Since it is hard to keep in the same pace in development for different parts even nearby in the same city. It is not a chance that Brookville is located nearby the business center of the city so that each inch of this place is still precious for businessmen and cost highly. While Deerhaven, although not far away from Brookville, actually belongs to the other district thus is often forgotten or listed after Brookville by most potential customs.

  At last, the most important thing the arguer should take into account is measures to meet the need of customs, which is more important for determining average property values rather  than the restrictions on landscapes and colors, which Deerhaven has not pay much attention to. Maybe Brookville has invested much in improving the transportation environment, like smoothing roads and opening more bus spots which can greatly provide conveniences to their customs. Also, if Brookville has many schools in the community or nearby, it is not surprising this community can attract customs since people always place education of children in the first place, especially in purchasing house. With the increasing of peoples' interests in their houses, Brookville can increase the price by three times in seven years.

  In short, the arguer draws a hasty conclusion without considering differences in time and in various places. To be more reasonable, the arguer needs further investigation in kinds of reasons and measures which can attract customs and in the end increase profits.
