TOPIC: ISSUE56 - "Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."
WORDS: 628          TIME: 55:06:20          DATE: 2007-8-17 上午 12:02:44

In this issue, the author states that governmental emphasis should be placed on immediate problems instead of these anticipated ones in future. As far as I am concerned, problems can hardly be generalized into the present and the anticipated. The majority of them are mingled with both immediate and future issues. As to these few chronologically distinct problems, I am in favor of that government should address the immediate ones over the anticipated ones.

To begin with, problems governments have been dealing with are mostly fraught with complex issues span across a wide period of time, which feature with the trace of might-be aftermath yet the whole consequences are veiled. It is almost impossible to discriminate these issues in a problem and hence treat differently. For example, the global-warming problem was once considered the catastrophe happening years after today. However, more phenomena have been detected to reveal that this problem has already displayed its consequences---the rise of sea level which results in the partial drowning of several costal cities, the melting of glacier in Antarctic/Arctic continent which aggravates the sea-level rise, the north-shift of tropic zone which disturb the plantation as well as survivor of many botany, and so forth. These issues have posed crisis in front of us now while the anticipated problems such as the continuing rise of both temperature and sea level that could end up with sizzling climate and whelming the earth entirely.  Another problem is the global resource crisis. Though human beings have not run out of the extant resources like coal, oil and etc, which may not be a immediate issue to deal with, to leave the problem may lead to a disaster in a few years when it become unsolvable. Therefore, many problems can not be classified into absolute immediate ones and anticipated ones. The causality between the present and the future and the uncertainty of the future consequences complicate these problems, making them both immediate and anticipated ones.

Nevertheless, there are a few problems that are either severe enough to call for attention or remote enough to exhibit few impacts. Under such circumstances, the former ones should take priority over the latter ones. For instance, poverty is one typical immediate problem. It has caused a large casualty all over of the world, ignited wars and conflicts in many areas, threatened the stability of the society. Government should spend no efforts in solving and relieving this problem, otherwise, more conflicts and larger casualty will occur. Meanwhile, some anticipated problems such as the distinction of human race because of alien attack sound trivial comparing to the immediate one. Although the possibility of outer-space invasion can be not obviated, to spend an exorbitant amount of funds on seeking for human's alter-ego in space is unwise. Perhaps, while all efforts are spent in vain on the anticipated problem, the immediate ones have already flooded and the human race will be mired in the crisis of distinction resulting from self-destruction other than alien invasion. Besides, from humanitarian perspective, how can we tolerate the situation of countless people going through exposure and misery while money and resources are used in some far-distant worries? Thereby, government needs to emphasize more on these immediate problems such as poverty, famine, and plague and slow down the progress of the remote problems which can hardly illustrate sufficient credibility to deserve such a large amount of funds.

In conclusion, as to most problems that can not be classified into the immediate or the anticipated ones, government should place certain focus or precaution on them according to the severity. As to the apparently immediate and future problems, the latter should give way to the former ones since they are too ambiguous in their impacts to overtake indispensability of the immediate ones.
