TOPIC: ARGUMENT137 - The following appeared in an editorial in the Mason City newspaper.

"At present, Mason City residents seldom use the nearby Mason River for any kind of recreational activity, even though surveys of the region's residents consistently rank water sports (swimming, fishing, and boating) as a favorite form of recreation. Since there have been complaints about the quality of the water in the river, residents must be avoiding the river because they think that it is not clean enough. But that situation is about to change: the agency responsible for rivers in our region has announced plans to clean up Mason River. Therefore, recreational use of the river is likely to increase, so the Mason City council will need to increase its budget for improvements to the publicly owned lands along the Mason River."

The author cites the fact that the residents seldom use the nearby river for any kind of recreational activity. To strengthen the argument, he also points out that the agency responsible for rivers in their region has announced plans to clean up the Mason River. On the basis of the fact, the author claims that recreational use of the river is likely to increase, and the council of the city will need to increase its budget for improvement to the public owned lands along the Mason River. However, close scrutiny of the author's conclusion reveals that it is not only unjustified but also misleading, for the provided evidence and lion of reasoning lend little support for it and the author fails to consider many factors that may serve to make the recommended budget useless.
A chief problem with the argument is that the mere fact that the survey of the region’s residents consistently ranks water sports as a favorite form of recreation does not necessarily indicate that they will choose to do water sports if the Mason River and the land along the river have been well developed. The author preludes the possibility that the river may not be suitable to do water sports because of the condition of the water there. It is also quite possible that the residents there all prefers to do water sports in the bigger area, perhaps in the Pacific Ocean, and a river can not meet the demands of them, thus the plan will achieve little even it is carried out perfectly. To convince me that the situation is just the same as the author assumes , that the residents would choose to do water sports in the river as long as the land has been well developed, the author should provide me with further more evidence about the circumstance there.
Another point worth considering is that the evidence that there have been complains about the quality of the water in the river is insufficient to imply that the residents must be avoiding the river because the quality of the water is poor. By assuming this, the author is providing an either-or choice between two actions that do not have to be essentially exclusive. In all like hood, complaint may come from the people who are most likely to find fault with others and even the quality of the river has been better, complains can not be less. What is more, we are not informed the number of complaint and thus we can not make the judgment is big enough to take action. In sum, without further more information of the complaints, it is impossible to confidently draw any conclusion from them.
It is necessary to point out another flaw that may serve to undermine the author's claim before I come to my conclusion. Even assuming that the residents were really dissatisfied with the quality of the river and they will do water sports in the river as soon as the problems have been solved, there is no evidence to support the advice will be effective. Perhaps the land along the river are all of little use and even well developed there will be few one who want to be there, then the council's plan will come to nothing. What is more, the plan along the river will have nothing to do with the river and neither the residents nor the other citizens care whether the land is well developed. Without eliminate the possible interpretations, the author can not convince me that it is the case.
To sum up, the author's conclusion that the council of the city should increase its budget for improvement to the public owned lands along the Mason River is unwarranted as it stands, in light of a myriad of explanations for the given information. To better evaluate the argument, I would need information concerning the altitudes of the residents towards doing water sports in the river. Moreover, rather than relying simply on the scanty evidence about the complaints, the author should offer more information, perhaps by a way of further more investigation.
