The following appeared in an editorial in the Mason City newspaper.
'At present, Mason City residents seldom use the nearby Mason River for any kind of recreational activity, even though surveys of the region's residents consistently rank water sports (swimming, fishing, and boating) as a favorite form of recreation. Since there have been complaints about the quality of the water in the river, residents must be avoiding the river because they think that it is not clean enough. But that situation is about to change: the agency responsible for rivers in our region has announced plans to clean up Mason River. Therefore, recreational use of the river is likely to increase, so the Mason City council will need to increase its budget for improvements to the publicly owned lands along the Mason River.'

Merely based on unfounded assumption and dubious evidence, the author draws a conclusion that the Mason City council should invest more money on the improvements to the publicly owned lands along the Mason River. To support the conclusion, the author points out  that the agency responsible for rivers has announced to take measures to clean up the river, so that residents will use the river for recreational activity again.

However, this alone neither constitutes a logical argument in favor of the conclusion, nor provides compelling evidence making the argument sound. The author ignores key issues which must be addressed to prove. In my point of view, the argument suffers from several flaws.

In the first place, the author rests on a survey that region’s residents consistently rank sports as one of their favorite form of recreation. However, this survey is too vague to be informative. The author fails to provide evidences to prove whether the sample of survey is representative in the local place, and whether the survey can reflect people's choice now. That people chose water sports as their favorite form of recreation does not mean that they will enjoy these water sports in the River. It is quite possible that they can swim in a swimming pool rather than in the river. In short, the author should provide more details of the survey in order to make it more convincing.

In the second place, the author appreciates whose strong commitment to something to some extent. However, we know that the fact that to make a claim is one thing, to take the actual measure to do it is far more difficult. There is no indication that they might fulfill their promise. It is possible that it will take too much money to clean up the river, while the agency can not afford it, therefore, these measures will delay. There is another possibility that these measures take little effects, so that the quality of water in the river has not been improved significantly. As a consequence, the author could not make any predication.

Last but not least, if we concede that the quality of water in the river can be improved, the author assumes that recreational use of the river is likely to increase. However, no evidence in the argument is stated to support the assumption. It is possible that the survey was done several years ago, when people are lack of entertainments, people nowadays have many other choices, such as seeing a film, playing tennis, and so on.

To sum up, the argument seems to be reasonable; in fact, it is neither persuasive nor sound. In order to make the argument convincing, the author should take following factors into consideration. The author should provide a more detailed survey of the residents. Second, the author also should provide the evidence that the quality of river can be really improved. If the argument includes guessed factors above, it will be more thorough and adequate.
