160.The most essential quality of an effective leader is the ability to remain consistently committed to particular principles and objectives. Any leader who is quickly and easily influenced by shifts in popular opinion will accomplish little.

1。一个有影响力的领导应该坚持一定的原则和目标，以保证所领导的集体向着经过认真规划的方向发展
2。一个有影响力的领导更应该对流行的观点的变化保持敏感，以便及时调整具体策略，以期能在考虑众意的基础上更好实现既定目标。
3。忽视大众观点的变化可能会给集体的凝聚力和领导者的权威带来负面影响。

The author asserts that an effective leader should be able to hold particular principles and objectives consistently without being easily affected by the changes in popular opinion. I tend to agree with that foundationally, but, however, I believe that it is also important for any effective leader to keep in touch with the ideas of his or her underlings.
On one hand, to guarantee the team to develop in a certain strategy, the leader is needed to be tough to keep the basic principles and objectives of the whole team. In any well-regulated organization such as a company or a government, the basic principles and the ultimate goals are always set down by the most professional and experienced members in it, who always take just a little portion of the whole group. For the behalf of the whole team, the leader must insist to hold the decisions of the pros which are warranted by knowledge and experiences but often misunderstood by other members. As to this kind of ultimate goals and principles, the leader should not hesitate between the professional opinions and popular preference. The economic and governmental reformation in Britain in 1980s would illustrate the situation. Without being influenced by the negative critical opinions from society, the Conservative Party government of Thatcher the "Iron Lady" brought an impressive improvement in the efficiency of both economy and governmental administration.
On the other hand, an effective leader has to be sensitive enough to the shifts in popular opinion in order to adjust the concrete policies in time to ensure the accomplishment of the final goal. Considering the democratization tendency in most realms of modern society, the interactions between the leader and the populace become increasingly critical. Insufficient communication between the leader and his or her underling will put a damper on the progress to get the objectives of the team. A wise leader would pay more attention to the popular ideas and regulate the former plans to maintain the cooperative relation between the decision-makers and the commons to achieve the final goals more efficiently.
In addition, the intended ignorance of the popular ideas may undermine the authority of the leader and even threat the solidarity of the whole team. Sometimes the adamancy of the leader infers courage, but more times it reveals the vanities and autarchy of him or her, both of which would undermine the authority of the leadership. Even be worse, the fervor of the populace to attend the public activities of the organization which they belong to would be frustrated if their opinions were always overlooked. If they were no longer keen to increase the interests of the organization as a whole, the solidarity of the organization would suffer from the anarchic apathy. Without authorization of the populace or the solidary atmosphere in his or her team, the leader would not make any decision executed efficiently, let alone about the achievement of the whole team's final goals.
To sum up, an effective leader should be tough in an proper extent that the populace would feel reliable rather than ignored or offended by his or her pride to ensure the goal of the team would be achieved. Also, for the same purpose, he or she should be aware of the changes of the popular opinion so that he or she can regulate the executive details to solidify both the whole team and his or her leadership.
