TOPIC: ARGUMENT67 - The following appeared in a letter to the editor of a newspaper serving the villages of Castorville and Polluxton.
"Both the villages of Castorville and Polluxton have experienced sharp declines in the numbers of residents who pay property taxes. To save money and improve service, the two villages recently merged their once separate garbage collection departments into a single department located in Castorville, and the new department has reported few complaints about its service. Last year the library in Polluxton had 20 percent fewer users than during the previous year. It follows that we should now further economize and improve service, as we did with garbage collection, by closing the library in Polluxton and using the library in Castorville to serve both villages."

The article appeared in the letter to the editor of a newspaper serving the villages of Castorville and Polluxton said that they should do the same thing with the library as that with garbage collection departments in order to further economize and improve service. But, during the process that they made the conclusion is quite dubious with a lot of logical flaws.
The author thought the reason of the decline in the numbers of residents who pay property taxes in both of the village is the waste of money and bad service, but maybe they are not the only reason. It Is possible that the population of the residents has a sharp decline so that the number of tax-payers decreased. Maybe any people migrated into other villages or a disaster took place that year and people sheltered in refuges recent years. That means, saving money and improving service do help to increase taxes of these two villages to some extent, but there is a great possibility that the decline of the population of residents itself is the substantial reason.
Furthermore, if we do admit that the waste of money and the bas service is the exact reason of the number of tax-payers, there are still some logical flaws with the example of the so-called successful change of location of garbage collection departments. The symbol of the success, according to the author, is just that few complaints about its service has been reported, which is far from sufficient to prove the improvement of the garbage collection service. Since it is possible that the residents of Castorville, which is the location of the new garbage collection department, are tolerate enough to endure the bad service and they are reluctant to take the trouble of complaining. Otherwise, the stuff of the new garbage collection department have made mistakes or cheated in reporting the exact number of the complaints. The author should give us more convincing evidence to show the success of the new policy.
Moreover, the author made rush judgment that the number of the readers of the library in Polluxton is declining just because the report of last year said that the library in Polluxton had 20 percent fewer users than during the previous year, which is not able to be an adequate enough evidence to prove that the service of the library needs to be improved. It is just a record of a single year. And it is possible that people just begins to love reading on website more than going to the library. Furthermore, we cannot take the practice on garbage collection in to libraries since they are different cases for the reason that the former one requires a high standard of service and the latter one has little to do with what kind of service is provided, instead, the amount of books stored there and the environment of the library are much more concerned by residents there. Surely, if we merged the library in to a single one located in Polluxton, it will be very inconvenient for the residents live in Castorville to go the library for read. Thus, it do little to satisfied the tax-payers.
In sum, this article have some main logical flaws and once the conclusion made in the end of the article be taken into practice, some certain harms will do to the life of residents in both villages. So, some further consideration should be taken again. |
