Since absolute freedom of scientific research would cause discord and trouble, restrictions generated by government is somewhat necessary to make sure the reasonability and legality, as well as the concern of the welfare of people. However, the excessive interference from government would disturb not only the integrity of scientific research, but also politic environment.
Lots of scenes of science-fiction movies show that the abuse of scientific research which is not under a pure purpose would cause destruction of human beings or even the earth, movies like X-man is of this kind. The fact that technologies like genetic engineering are not abused in the real world and the destructive scenes only appeared in movies or science-fictions is due to the regulation of the government, like correct direction of media and moral, integrity of the legislation, etc. We can imagine without regulation of scientific research, what a mess the world would be, filled with genetically modified human, newly compounded toxic material, etc. The problem caused by non restriction on scientific research would not be solved by itself. In this sense, the restrictions should be put on scientific research and development which ensures the stability of society and healthy environment for living. So that the research will be regard worthwhile and benefit the people.
However, if the political interference from government became excessive, the integrity of scientific research and politic environment would be both negatively affected. On one hand, time and energy spared on scientific research are limited and should be properly distributed. If the research which serves the politic purpose is conducted, the effectiveness of the research which serves the people's welfare would be severely weakened, so that the integrity of scientific research cannot be assured. The nuclear case of North Korea serves as a convincing proof. The government put too much stress and emphasis on nuclear research so that the research in other fields would not be guaranteed, like the research on innovative kinds of cereal which will result in larger production of food, can solve the nationwide starvation problem. On the other hand, healthy politic environment would disappear due to the excessive interference in scientific research serves political purposes. Series of missile launches in North Korea also serve as an example. This behavior conducted by North Korea provoked the worldwide anger. Especially the declare that refuse to stop the missile experiment result in the punishment and isolation from international society. Thus the current political environment of North Korea is not favorable and under great pressure. After the comprehensive analysis from perspective of both research and politic, we can see that scientific research under excessive restriction would harm both future of scientific research and politics.
In sum, if dancing freely with the restriction of fetters, we can achieve win-win strategy. That is, proper restriction and regulation from government would cause prosperous in both science and politics, as long as the restrictions would not go so far that affect the integrity of science which is originally to benefit the people.
So it's important to control the reasonability of the interference that government participated in scientific research. |
