题目：many problem of modern sicety cannot be solved by laws and the legal system because moral behavior cannot be legislated

Moral was so extensive that the current legal system could not include the all content by covering every corner in the field of ethics.  Though some considered that the word was intentionally shaking, in my view, from a angle of the society, the attitude indeed had reflected nature of the question that the problem from the moral with especially board realm could not completely be solved by legislation .

In real living, the moral standard had spread into almost every field and corner of living. its content was so broad that norm or theory of no any field can peer with ethics. For example, in real society, person in any time could contact with moral which ruled our behaviors. In the bus, if one with strong constitution did not vacated his seat to the old man with weak body, the young person would be rebuked from moral regulation that every nationality  own the merit that stripling should give his seat to the individual whose age was elder. In cinema ,  the individual trying one's best to insert the line to purchase the ticket in order to avert the dilemma that ticket was sold out.  Of course, to spit randomly should also be range which was involved in.  Thus, it was not difficult to see that field of moral norm was so extensive that question in the filed of ethics was not easily resolved by legislation.

On the other hand, if the legislator tried one' s best to legislate for morality, this would easily lead to dissatisfaction from the citizen because the law would be considered to be excessively severe.  Person seemed to have formed the idea that the moral had its own standard to deal with question or complication in the domain of ethics and it was unnecessary for law to interfere what was ruled by moral. if the problem of morality was punished by law provision, this would easily cause the dissatisfaction, at least difficulty to explain it.  A telling example that the individual who did not vacate his seat to the old man was sentenced his into imprisonment, which leads to immense of renovation from diverse profession deeply reveals that moral question could not be legislated due to citizen difficulty to accept it. even they considered that it was exorbitantly grave act.

Though law could not address the question in the realm of moral, this would lead to despair from group in different field relative to law, as inner moral balance of person could impeach or rebuke their immoral behavior in quotidian living. Though legal system could not perfectly deal with the question, In the field of morality, by conscience and moral norm, it was better to address the question which troubled many person in the profession of law. According to survey from a legal department of Peking university, every year about 3000 person was fined due to random spit or other behavior disobeying the ethics. approximately after ten years, the conduct defying the morality had remarkably decreased. As a consequence, the moral might better addressed the problem in daily living and the law was not necessary to interfere with the event occurring in the field of moral.

I conceded that many problem could not be addressed by lex due to inability to legislate some questions in the field of ethics, but the leak might be compensated by moral norm, in despite of compulsory force.
