43"To be an effective leader, a public official must maintain the highest ethical and moral standards."
Ever since the beginning of human history, public leaders, especially effective and admired ones, were regarded without exception as individuals with high ethical and moral standards. Those who were remarked by descendants as awful or corrupted officials to some extend lacked either of those merits, which in fact determined the way they took their jobs and gave their commands. In my point of view, an effective leader should maintain certain degree of ethical and moral standards, while not necessarily the highest.
As it is universally acknowledged that a leader is not only the commander of the group, but also stands as a moral and ethical model for the whole group, since whatever he thinks or does inevitablely would have some effect on each member of the group. The spirits and activity of the public largely depend on the attitude the leader takes as well as aspirations he can pass on to the people he is in charge of. Thus, once the public have great faith on their leader, they would be encouged and do their best to take his order which eventually will lead to the success of the leader's measures. Conversely, if the leader doesn't pay much attention to his own behavior and mal-performs in the ethical or moral aspects, he is very likely to commit corruption or at least, ineffectiveness of the leadership.
Moreover, as far as we can infer from common sense, it is not so possible for anyone with some unacceptable defects in personality to become a respected leader. Only by cultivating one's own character as flawless as possible can make one welcomed public leader finally. Perhaps someone would argue that in acient times, some extremely horrible person just wore the crown and command the whole country as a notorious king while knowing nothing about leadership. Addmittedly, these examples are not rare, yet it shoud be emphasized that those ridiculous things only occured in the monarchy times and shall never ever again be seen today or tomorrow. In a democratic society, the position of public leadership can only be awarded to reputated individuals.
However, public leaders or officials are not and rarely can be a guide in people's soul, he/she cannot work as God or priest, who can comfort and forgive every evil or painful soul all over the world, neither can the character of whom be as perfect as The Almighty, or the spirit is as pure as a clear cristal. Everybody make mistakes, we have to concede, we should not expect a public official does nothing wrong all through his career or lifetime, nor should we reject an once excellent leader for some trivial error he/she just made. As long as the officials can confine their behavior within certain extend, we have no reason to doubt their jobs.
All in all, public leaders should gain some ethical and moral standerds in order to meet the needs of his job, and gain public support as well as ensure he does his job in an acceptable way. In that way , the leadership can be as effective as all people need and want. |
