When students apply for an F-1 non-immigrant, student-visa, they certify to the Seminary, the USCIS, and the DOS that they are able to support themselves and any accompanying or subsequently arriving dependents for the full length of their program. Occasionally, public service institutions, including hospitals, clinics, or food kitchens, may encourage students and/or their dependents to apply for public benefits, such as Medicaid, food stamps, or government-subsidized housing.  These organizations may not understand the special rules governing students in F-1 non-immigrant status. If students apply for or
accept such aid, they jeopardize their F-1 status.  Acceptance of public assistance is a violation of their non-immigrant status as a public charge, and may violate state and federal law.

你到美国的前提就是你不会造成公众负担，一旦这个前提不存在，你的status自然就不成立了， 所以无论你申请还是接受这类救济都会使你的F1身份失效，这是肯定的， 接受救济造成公众负担还有可能违反州或者联邦法律

当然，你家走政庇，法不犯法也就没所谓了~大不了你也庇

他这个是哪里来的东西。有关身份的只有 INA (8 USC)是法律或者CFR是可以依据的法规，不要看见几句英文就觉得犯法了。

In May 1999, the Immigration and Naturalization Service issued important new guidance that should greatly ease the public charge concerns of immigrants eligible for public benefits.(2) The guidance narrowly limits the situations in which receipt of public benefits is relevant to a "public charge" finding. Under the guidance, the receipt of any non-cash benefit, with the sole exception of institutionalization for long-term care at government expense, is never a factor in a public charge determination. Thus, immigrants can accept Medicaid, food stamps, WIC, housing benefits, child care subsidies or other non-cash benefits without endangering their immigration status.

去年我们政策课学的就是这些福利政策，food stamps(现在叫Supplemental Nutrition Assistance Program (SNAP)), WIC，housing benefits这些F1留学生都没资格申请，怎么接受？

最简单的SNAP申请只有公民不用等，绿卡递了申请还得等几个月，就是能申请（况且还不能）接下去也还有拿难民签证的等着，哪轮得到F1。。。
