I86.Some people believe that government officials must carryout the will of the people they serve. Others believe that officials shouldbase their decisions on their own judgment.有些人认为政府官员应该遵从大众的意愿。也有人认为政府官员依靠自己的判断做决定。
Writea response in which you discuss which view moreclosely aligns with your own position and explain your reasoning for theposition you take. In developing and supporting your position, you shouldaddress both of the views presented.

The speaker statedtwo opposite point of view about government officials and normal citizens. Onthis issue, some suggest that government officials are supposed to representthe majority`s will, while others argue that they should determine on their ownjudgment. For me, I admit the positive effect of the former one, however, insome cases the later one can not be ignored.
The main duty ofgovernment, which is to maximum the welfare of all its citizen, decides a cleardefinition of government. In order to repay its taxpayers, the government isresponsible for providing public welfare such as medical insurance, educationalsystem, transportation system and so on. By experiencing a daily life, thepublic knows their fundamental requirements better than the government sinceofficials do not live and experience like normal ones. Therefore, asrepresentatives of the government, officeholders ought to listen to themajority`s voice and carry out their wills. After understanding the trulypublic demands, government is able to improve citizens` living standard.

History told usthat no one can get rid of the limitation as individual, no matter how greatand knowledgeable a person is. For instance, though Newton had made greatcontribution to classic mechanics, he didn`t realize its importance anddedicated his rest life to metallurgy. Stalin was one of the founders of SovietUnion, but he had a bad mood and had made serious mistakes which gave graveimpediment to development of Soviet Union. Compared with the majority,government exists like an individual. The small amount of officials determinesthat their minds are too narrow to think comprehensively. It is essencial forthem to combine public opinions with their own to make prudential decisions.
The explanation ofmodern democratic system also makes sense. Take United states as an example.Every four years the current president will step down and American peoplerevote for their new president. This public participation activities guaranteethat every citizen over 18 has right to vote. People just select delegates fortheir interest. If a government goes against people`s will, people struggle tooverthrow it, just like many regime in history. So not only should officialsunderstand people`s hope, but also they ought to speak for them.
However, in somecases officials judge on their own may be better choices, especially during extremeperiod. During war time, with the unstable condition, panic spreads through thepublic, which makes them irrational. It is of essence that government remainscalm and makes resolute determinations, encouraging its people to preservefaith, confidence and valor. Just like what Churchill did during the SecondWorld War. On May 12th, 2008, horrible earthquake strikes China. Facingthe disaster, Chinese government organized effective assistance in the firsttime. We attributes it to officials decisive option.
To sum up, withthe aim of benefiting the public, officials are supposed to make the rightchoice.

A7.The following is a recommendation from theBoard of Directors of Monarch Books.We recommend that Monarch Books open a caféin its store. Monarch, having been in business at the same location for morethan twenty years, has a large customer base because it is known for its wideselection of books on all subjects. Clearly, openingthe café would attract more customers. Space could be made for the caféby discontinuing the children's book section, which will probably become lesspopular given that the most recent national census indicated a significantdecline in the percentage of the population under age ten. Opening a café willallow Monarch to attract more customers and better compete with Regal Books,which recently opened its own café."
Write a response in which you discuss whatquestions would need to be answered in order to decide whether therecommendation is likely to have the predicted result. Be sure to explain howthe answers to these questions would help to evaluate the recommendation.


In this argument, the board of directorsrecommends to open a café in its store. To illustrate their content, they pointout that Monarch Books has been popular in customers recent years. And on thisaim, the store intents to discontinue its children`s book section to make roomfor the new café, given that the percentage of children under ten descendsaccording to new national survey. In addition, they are convinced that the newstrategy will make contribution in their competition against Regal Books.However, this does not seem so convincing in that some questions must beanswered before we assess the feasibilities.
To begin with, we need to know why theyconsider a café can help appealing more customers. I admit the store has alarge consumer base. But they probably just like buying books, in other words,they may not enjoy reading in café for lack of time or other reasons. Thisdepends on the composition of customer groups. Usually, children and teenagerscan spare enough time to read, while adults, especially white-collars preferpurchasing a book rather than reading in café. So inquiry really helpssupporting the plan. Secondly, they should tell us how the decline of children`s percentage under ten is related to the abnegation of children`s booksection. They look over telling us the proportion of children under 10 inMonarch Books` consumers. And they ignore mentioning if the amount of childrenhas been smaller, because if the whole population grows more, increase inchildren under ten will appear on the contrary. Directors also fail to informus of the change of population in their area. Moreover, is their competitorRegal books much like Monarch Books in scale, consumer group, or sales area? Itis not appropriate to open a café unless the two stores have the same salesenvironment. There is neither enough evidence that Regal books` café hasattracted enough consumers nor Regal books has the same composition ofcustomers as Monarch Books.
In all, the Board of Directors of MonarchBooks have made a rather hasty decision and some questions still remain to beanswered.
