The US president Abraham Lincoln ever said that " The government is of the people, by the people, for the people", I totally agreed with him. I believe that the government is elected by the people, and should serve for civilians' interests. However, I don't mean that the government should always obey the civilians' will without own judgment.

First of all, the government is constituted of some people who have prospect and can full-hearted devote for their people. Therefore, sometimes when the countries face some significant issues, the governments have to make a proper decision which may means some people's interests have to sacrifice in order to save the interest of the whole nation. War always means destruction and sadness; no one is willing to witness any war to destroy his/ her family. However, when the country faces a dilemma situation, government has no choice but the war for the country's better future. Just like the Civil War, in order to unite the US, in order to become an independent industry country, the US government had no choice but faced the warfare. Similarly like the World War II, America might have chances to avoid this war, but for a safer world and for their future generation, they chose to fight for the freedom. It is true that wars are always something people are not willing to face, but considering the future and the most interests of the whole nation, the whole world, government has to rely on their own judgment to fight. Similarly, there are lots of situation which the common people are not able to foresee the future or acknowledge a whole picture of the nation, the most people's interests. Therefore it must be the government who must clearly control the situation and take feasible actions. Shortly, I believe that it is necessary for the government officers to rely on their own judgment instead of unquestioningly carrying out the will of the civilians in some situations.

Moreover, if the government becomes a tool of carrying out people's will without own consideration, it may emerge many conflicts between people who share different ideas. It is commonly accepted that different people always have different ideas of the same issue. If government always follows the will of people, when different demands come out at the same time, how to finish all the different tasks, sometimes they may be opposite to each other, at one time without hurting other's interests? Therefore, I think the government should sometimes mediate and sooth the conflicts between people. Moreover, the government should also judge whether the ideas of some people can be applied. Similarly as I said above, no matter which situation the country stays, the most important function of the government is to serve for the most people's interests. Thus when different people hold distinguished ideas, the government can pick some ideas which may sacrifice other people's interests. In the sum, for the purpose of serving for the whole country, the government should listen to different people's will and make own judgment for whether to adopt some suggestions or which suggestions could be picked.

Granted that the main task of the government is to serve for the most people's interests, hence if the government officials always take actions as their own wills without listening to the people, it may bring disaster to the country, such government may fail to entrust the civilians. Such as the Nazis government, which launched the World War II and applied monopoly polices.

On the whole, as I emphasized many times above, the government should always take the most interests of people into consideration. Thus the government sometimes has to make own judgment for the bigger interests, even when some people oppose to the policy. And at the same time, the government should also listen to civilian's suggestions and wills, this will help the government to full fill the task better.

因为昨天写argue写了一半就被叫去实验室所以argue今天就先不放上来了。感觉关于政府职能好像还算比较好写，但是最后发现论证的来来去去就那一个方向……希望各位对于这篇给点建议和idea！！~
