TOPIC: ISSUE24 - "People in positions of power are most effective when they exercise caution and restraint in the use of that power."

Whether the leaders can control their power or not means a lot to the society, which may causes the failure of themselves, the collapse of the leadership or the prosperity of the society. The word 'control' not only means the restraint in the use of power but also the suitable use of power.

In the historical backgrounds, leaders who overuse their power without any restraint may mean calamity to the society, and cause the collapse of the leadership. The outstanding emperor of France, Napoleon over swept almost the whole Europe by using his military power during his military and political climax. However when Napoleon achieved this, his desire for power became excessive and out of control what drives him to launch the invasion to Russia what called Tsarist that time. This war against Russia later proved to be the turning point of Napoleon's political life, during which Napoleon’s army had been defeated thoroughly, and the leadership of Napoleon in Europe also been reversed after the failure of the war. Another example, the famous Chinese chairman Mao Tse-tung, during his old age, over used his power and influence of Chinese causing the Cultural Revolution which brought great cultural and economical damage to China. Even the great Napoleon and Mao Tse-tung failed because of the carelessness in the use of power, today's leader can not neglect the caution and restraint any longer when they operate their power.

A lasting government is always good at controlling and restraining the power. Any government which concentrates too much power may leaves a expression of despotism to the pubilc. In the ancient China ,many dynasties had ever been established and reversed. There is a strange phenomenon: at the beginning of every dynasty: the first several emperors in almost every dynasty usually exercised caution and restraint in the use of their power, and the society poverd out to be flourishing and harmonious; while once the later emperor became over used in their power, the dynasty would soon be reversed, no matter how powerful the state machinery was. Taking Tang dynasty for example, the first several emperors used their power carefully leading the nation to the climax of the world during that period. However the last several emperors used their power to exceed gradually, which directly caused the destruction of the Tang dynasty. Someting should be learnt from the history by today's leaders; if they want to maintain their leadership, they should pay attention to the caution and restraint in the use of power.

However we should not do anything over the suitable extent; too much caution and restraint in power may also limit the efficiency of the leader. People in position of power always should make choice from the dilemma which calls for great determination and courage. During the World War Two, the American president Roosevelt launched the Manhattan Project which aims at developing the nuclear weapon. Late in the war, the Japanese France still insisted to fight against the power of justice. In this critical moment, in order to end up the war as soon as possible, Roosevelt ordered to drop two nuclear booms in Japan which caused great oppositions that time; while Roosevelt insisted on his determination, and two nuclear booms exploded in Japan which indirectly cause the end of the war; and avoid more death of innocent people. Even we calls for restraint in leader, we also need a powerful government to protect us.

The speakers of government or the politicians always make promise to the voter that their government or leadership will always be effective, but whether they can achieve what they promise determining on their control of power; over use or too much restraint of power will both harm the society.
