The following proposal was raised at a meeting of the Franklin City Council.
"Franklin Airport, which is on a bay, is notorious for flight delays. The airport management wants to build new runways to increase capacity but can only do so by filling in 900 acres of the bay. The Bay Coalition organization objects that filling in the bay will disrupt tidal patterns and harm wildlife. But the airport says that if it is permitted to build its new runways, it will fund the restoration of 1,000 acres of wetlands in areas of the bay that have previously been damaged by industrialization. This plan should be adopted, for it is necessary to reduce the flight delays, and the wetlands restoration part of the plan ensures that the bay's environment will actually be helped rather than hurt."

In Frankling City Council, a proposal from Frankling Airport suggested that, in order to deal with the flight delay, the airport management wanted to increase capacity by filling in 900 acres of the bay. To get the support, Frankling Airport also put forward that they could fund th restoration of 1,000 acres of wetlands to make up the harm they do to the environment-disrupt tidal patterns and harm wildlife.(补充该用什么格式?) . In the end of the proposal, they predicted that the plan would work for it ensures that the bay’s environment will actually be helped rather than hurt.
The Franklin Airport’s chief problem is fight delay, and they put the blame on the limits of the capacity. Yet it is illogically to make the assumption that increasing the capacity can solve this problem. Common sense informs us that there are various factors contribute to the frequent flight delay. Perhaps the management of the airport didn’t arrange the time and flights properly. Perhaps the city happened to have more foggy days due to its special location o weather type. Or perhaps the city has already faced a sever environment problem. The air pollution impeded the flights’ punctual departure. Therefore, it is uncertain whether the airport can settle problem by just increasing th capacity.
Aside from the problem that whether the Frankling Airport can decrease the delay by filling in 900 acres of the bay, it is entirely possible for the airport to find a place in the inner land to build the new runways. In this way, the capital which was planed to fund the restoration can be invested in building more new runways, even another independent airport. A larger capacity can not only solve the present problem, but also meet the increasing need in the future.
Furthermore, the Frankling Airport stressed that the environment will actually be helped rather than hurt because of the restoration of the wetlands. Yet no evidence is offered to substantiate that the man-made wetlands are compatible with the surroundings and can function well. As we know,
the formation of wetland is a natural process which lasts for tens or hundreds years. I cannot be convinced by the idea that we can destroy the nature than to make up it by some man-made, let alone the man-made one will be better than the natural.
Even if the restoration of the wetlands will, to some degree, be useful as they indicate, it won’t solve the problem raised by the Bay Coalition, that is the filling of the bay will disrupt tidal patterns and harm wildlife. The Frankling Airport chooses to avoid facing the problem by the plan of restoration of wetlands because the damage did to the tidal pattern and wildlife is hard to be remedied.
In conclusion, the plan need further estimation, otherwise the loss of the environment will overweight the gain. In my opinion, it is more sagacious for the city council to make a choice with taking more elements into consideration.
