Issue 170 "The surest indicator of a great nation is not the achievements of its rulers, artists, or scientists, but the general welfare of all its people."

提纲：
1、虽然老百姓的福利在一定程度上反映出伟大国家的真实性，但一个国家的性质不同，我们无法用统一的标准来衡量。
2、诚然通过老百姓的普通福利可以反应出真实的国家，在非洲，政府提供人民太少的帮助，一个家庭通常也会有几个孩子，为了养家，许多人开始跑去欧洲等国家，甚至是流浪，他们相信在那些发达国家能赚取能多钱。所以，老百姓的福利低便反映了他们国家的落后。
3、但是，一个国家中都存在着贫富差距很大的问题。在靠近巴黎的难民窟，那个被评为世界十大最落后的地方，而谁又能想到在不到几十公里的地方，竟有坐落着世界最浪漫的城市-巴黎。所以，有些国家的某些地区可能过于发达，而另外一些地方却一洗如贫，作者所说的国家中所有人们的福利包含太多其他因素。
4、同时，即使国民的福利高也不代表它是一个国家的真实的体现。中东地区的国家，以石油闻名于世，光出口石油就能使得自己国家得以运转；美国，全球军事，经济最强大的国家，而许多资料却说明他们的人们福利并不如欧洲如：瑞士等国家，他们享受着政府提供的高福利待遇。由于一个国家的定位不一致，福利高的国家在全球可能不是伟大的国家。
5、虽然福利的确会体现国家的真实，然而我们必须考虑到许多条件像 地理环境和 它的历史 来决定它是不是一个伟大的国家。

An increasing number of people are fully convinced that the surest indicator of a great nation is the general welfare of all its people instead of the achievements of its rules, artists, or scientists. As for me, this view seem to tend to a favorable attitude at the first glance, however, there is no rules for us to measure and some aspects should be taken when it comes to us.

Admittedly, the general welfare of the people indeed indicates the fact of a great country. In Africa, a family usually has two or three children and their government has not enough money to give to everyone so that a large number of their people have to face the dangers of starvation and exposure. As a matter of fact, parents in growing numbers are beginning to smuggle their children secretly out of their country in order to afford their family. Unfortunately, these children are still having a miserable life in some countries in Europe such as Holland, Spain, and France. Although they have quite less money and no where to live, they are not willing to return to their homeland because, in their opinions, they can make more money in these developed countries than in their town.

However, there is a growing tendency in a country that some places are too rich far outweigh of some places are too poor. Grigny, a slum in Paris, is one of the most under development place in France. A magazine called football weekly once reported this place another Africa compared with the most romantic city in the world, riot broke out in this place and there are too many poor people, who had came to Paris illegally. Thus, there are a lot of aspects to consider to the problem general welfare of a country.

Moreover, a high level in people general welfare may not contribute directly to a great country. Therefore, for instance, In Middle East, people in some countries tend to adopt a healthy and comfort life due to export oil. When it comes to American, the greatest country in military and economy reported over the last years, whose life are less comfortable than other countries in Europe such as Sweden and Norway. Consequently, a country with a high level in general welfare is not necessary a great country in modern society.

To sum up, the surest indicator of a great nation is not its rules, artists, or scientists due to their achievements, whether a great nation not only depend on its general welfare, but also national situations, geography, history, and so on.
