69. "Government should place few, if any, restrictions on scientific research and development"
政府应该少限制科学研究和发展。

立场:政府不可不限制,但限制需要谨慎考量

1. 限制带来的不良影响

2. 限制的好处

President Obama once said that scientific research should be kept away from politics. Obviously, restrictions would tighten scientists’ thoughts and affects their progress. But reasonable guidance, which will ensure the research findings won’t open a Pandora’s box, is also important.

To begin with, fewer restrictions will surely speed up the research and shorten the time required. In the modern context of market economy, time is money. Shorter research time not only means the research group can start another project immediately, but also the product is the first to enter the market and more likely to dominate. Secondly, restrictions may do harm to other aspects, for example, blocking cultural communication, education and information flow, even aggravate discrimination. In 2005, US government intended to ban Chinese and other person from countries, say, Iran or N. Korea, from advanced research projects. After 2001 terrorist attack, US had already strengthened the control of sensitive research projects, almost all personnel either native or pass the censorship. Basic application research is of extraordinary significance to the US economy and the majority of foreign scientists are working in this field. If the law enacts, many talented foreign scientists will have to abandon US, seeking opportunities in Europe instead, which will inevitably cause some danger to the already vulnerable economy.

However, government should also supervise the research project and give guidance when necessary. Under the circumstance of global warming, government should encourage and fund projects that are friendly to environment, low energy consuming or low carbon dioxide emission. Some scientists only care about the yield or the effects of the product, totally ignore the contamination to the environment. In this case, government should act quickly, freeze their research fund or ban them from doing such project, to prevent things going worse. Apart from environmental element, ethical problems are also needed to keep eyes on. Take stem cell research for example. This brand new technology can heal wounds, no matter how badly they are, even can give human an eternal live. On the other hand, this technology can also clone human, which will lead to ethical and social problems. Nobody wants to see someone appears to have the same fingerprints, same appearance, same DNA with him or her. Prevent this from happening; government should place some restrictions on it

In summary, government needs to supervise more on the scientific research, guide them to the path that could make our lives better, but placing restrictions needs more consideration.
