Firstly, in the passage, it is said that hiring more staff to ensure the same amount of work would not result in additional pay roll costs. However, in the lecture, the speaker holds the opinion that hiring more staff would spend extra money for training , medical care and require more computers and space for them to use, which would lead to cut the profit of a company.
