What words would you use to describe Clinton and Berlusconi? The answer is Capable or dissolute? I agree the author’s assertion insofar as that it is necessary for a public official who want to be an effective leader to maintain high ethical and moral standards. Nevertheless, high ethical and moral standards may not be the most significant character of an effective leader.

From a practical point of view, most famed leaders ranged over many fields like politics, business, science and literature have a high level of ethical and moral standards. For instance, Warren E. Buffett and Bill Gates are well known as the wealthiest people around the world. They are both famous leaders in business, and they also have the highest ethical and moral standards. Bill Gates built the Bill & Melinda Gates Foundation. On June 25, 2006, Warren Buffett pledged to give the foundation about 10 million Berkshire Hathaway Class B shares spread over multiple years through annual contributions, worth approximately 30 billion in 2006. There is another example from history. Confucius was the founder and leader of Confucianism thousands years ago, and we regard him as the symbol of morality. High ethical and moral standards are more necessary for a leader in politic than other fields. A public official is feed by the tax, and he should whole-heartedly serve the masses. If an official have no sense of morality, the people will suffer from him. The negative example is Hitler.

However, a leader without high ethical and moral standards (not morally corrupt) also can lead his company or country. A leader is not a moralist. To show this point clearly, here’s a persuasive instance. Berlusconi, the prime minister of Italy, is famous for his Big-mouth rather than high ethical and moral standards. In recent, he got in trouble because of sex scandal. Furthermore, there is a video on the internet shows that he does the disgusting thing ever with coffee, which made public in an uproar. Although he has some flaws, they can’t cover his leadership in politics and business. He has been the prime minister for years and he also is the richest person in Europe. He has his own football team—AC Milan which is world-renowned.

In addition, high ethical and moral standards are not enough for one to be an effective leader. There are many factors to decided how good one’s leadership is, such as the level of knowledge, the ability of communication, coordination, dealing with emergency and so on. Sometimes, these factors are more important. Clinton was described as a New Democrat and was largely known for the Third Way philosophy of governance that came to epitomize his two terms as president. Clinton presided over the longest period of peace-time economic expansion in American history, which included a balanced budget and a reported federal surplus. In 1996, Clinton was re-elected and became the first member of the Democratic Party since Franklin D. Roosevelt to win a second term as president. Though Clinton caught up in a spate of political and sexual scandals, he left office with an approval rating at 66%, the highest end of office rating of any president since World War II.

Taking into account all these factors, we may safely come to the conclusion that there are many factors to determine whether a public official can be an effective leader. Yet, we shouldn’t ignore the significance of ethical and moral standards, which are beneficial to a leader.
